今年1月底，内蒙古乌海市乌达区公安分局民警接到受害人郑某报案，郑某遭遇了电信诈骗，被骗3万元。
警方查明，郑某因为儿子学习成绩不好，便萌生了调取儿子微信聊天记录，查找儿子不安心学习原因的想法。于是，郑某便在网上搜索调取微信聊天记录的方式。在搜索过程中，他见到了朱某在网上发布的可以调取微信聊天记录的帖子。
郑某通过添加QQ好友与朱某取得了联系。聊天中，朱某要求郑某预先支付定金。信以为真的郑某便将儿子的微信号码发给了朱某，并通过支付宝向朱某支付了2500元。不久，朱某就给郑某发了一个带密码的文件，说郑某儿子的微信聊天记录已调取好，并要求郑某支付剩余的2500元尾款。
随后，郑某再次通过支付宝将2500元支付给朱某。然而，收到尾款的朱某此时又提出，他担心郑某泄露有关调取他人微信聊天记录的有关情况，要求郑某缴纳25000元的“保证金”，当“缓冲期”过后就原数返还。
再次信以为真的郑某便将25000元“保证金”支付给了朱某；随后，郑某发现所谓的聊天记录是伪造的，而朱某收取“保证金”后在QQ上将自己删除，郑某发现自己被骗。
办案民警通过对海量信息进行分析研判、梳理、甄别，确定犯罪嫌疑人作案地为湖南省娄底市，并于近日在娄底市朱某家中将其成功抓获，在其家里搜查出朱某作案时所使用的银行卡及手机。
目前，被骗款已全部追回，并退还给受害人。案件还在进一步办理。
