长江今年降雨量不及98年 上游水库防洪效益明显
中新社武汉7月11日电  (徐金波 陈立立)长江防汛抗旱总指挥部办公室副主任陈敏11日称，今年6月以来，长江流域降雨量比多年同期均值偏多近两成，但总体降雨量不及1998年和1954年同期水平，包括三峡在内的上游水库群，通过科学调度防洪效益明显。
　　据陈敏介绍，今年6月1日至7月10日，与多年同期均值相比，长江流域降雨量偏多近两成，其中，上游偏多一成，中下游偏多两成多。总体而言，今年流域降雨量不及1998年和1954年同期水平，基本上与1996年水平相当。
　　受上游来水及区间强降雨等因素影响，“长江1号”和“长江2号”洪峰，先后于7月1日14时和3日3时在上游和中下游干流形成。本次洪水为1999年以来最大洪水，洪水量级与1996年洪水相当。
　　陈敏强调，在应对本轮强降雨过程中，包括三峡在内的上游水库群，通过科学调度有效减轻中下游防洪压力。洪水来临前，长江防总积极协调相关部门，提前腾空600多亿立方米库容，做好迎汛准备。
　　针对“长江1号”洪峰，长江防总调度三峡水库最大出库流量31600立方米每秒，削减洪峰流量18400立方米每秒，削峰率近40%，拦蓄洪量约29亿立方米；同时，长江防总调度金沙江梯级水库配合三峡水库拦蓄上游洪水，减少三峡水库入库流量，缓解三峡水库防洪压力。
　　针对“长江2号”洪峰和长江监利以下河段全线超警戒水位的严峻形势，长江防总先后两次减小三峡水库出库流量，并维持目前日均20000立方米每秒下泄，使得中下游干流水位尽快转退，实现了城陵矶河段不超保证水位的控制目标，减少长江中下游高水位持续时间，为长江防汛工作赢得了主动。
　　此外，长江防总还指导湖南省调度柘溪、五强溪水库全力拦洪、错峰、削峰，极大减轻了资水、沅水下游乃至洞庭湖区的防洪压力。
　　陈敏说，目前，长江2号洪峰正通过九江至大通江段，长江中下游干流各主要控制站均已现峰转退。监利站10日晚退至警戒水位以下，城陵矶以下江段仍处于超警戒水位状态。预计城陵矶至汉口江段14日前后将退出警戒水位。考虑长江中下游7月中旬期间仍有2次明显降雨过程，九江至大通江段未来一段时间仍将维持超警戒水位状态。
　　长江防总初步统计，今年入汛以来，截至7月10日，该流域江苏、安徽、江西、湖北、湖南、四川、重庆、贵州、云南、陕西等10个省市近5000万人口受灾，直接经济损失达1030亿元人民币，洪涝灾害造成161人死亡、61人失踪。
