直击长江暴雨灾情6个热点：未来雨情水情如何？
经历入梅以来多轮强降雨和“尼伯特”台风袭击后，长江流域受灾区域眼下正雨过天晴。强降雨灾情导致一些地区菜价上涨、车辆被淹、田间绝收、地质灾害高发、疫情隐患加剧。记者就暴雨灾情的民众关切热点，采访多方人士。
焦点1：未来雨情水情如何？
强降雨暂歇，各地迎来难得的防汛“喘息期”，然而新一轮强降雨即将来临。
中央气象台预计，从13日起，中东部地区将出现一次较大范围的降雨过程，尤其是江淮、江汉、江南北部沿江附近地区将有50至90毫米降雨，局地降雨量可能高达120至200毫米。
排涝、巡堤、查险……当前，在前期遭遇持续强降雨的众多地区，重要河湖水位仍高，部分区域内涝依然严重。
湖北省防办副总工程师江焱生表示，当前水库塘堰已满，调蓄功能有限。在强降雨间歇期当务之急是抓紧抢排积水，补充消耗性物料，采取恢复性措施，应对后期洪水挑战。
国家防总预计，今年主汛期全国降水总体偏多，长江、松花江、淮河发生较大洪水的可能性较高，登陆台风个数偏少，但强度偏强，可能有强台风登陆我国并深入内陆。
焦点2：雨后地质灾害如何防范？
暴雨之后，各地山体滑坡、塌方等地质灾害高发。目前，湖北、安徽等地均已发生多起强降雨后山体滑坡导致房屋被毁、人员被埋等地质灾害事故。江苏省部分景区因地质灾害隐患临时关闭。
记者在安徽金寨县一条名为斑天路的山路上看到，虽天已放晴，塌方现象仍时有发生，地面随处可见碎石，陡坡上不断有零星泥土滑落。
正在抢险的武警水电二支队二大队大队长冯勇介绍，持续降雨侵入岩石缝隙中的软弱面，孔隙水压力增高，导致边坡山石裂隙扩大，在重力作用下与母岩脱离而发生崩塌；降雨也使土壤水分极度饱和，山体土层变得极不稳定，即便天晴，也极易发生滑坡、泥石流等地质灾害。
江苏宜兴市水利农机局副局长徐文元表示，基层镇村要针对地质灾害隐患点做好观测、预警、预报，一旦有险情立即报警；做好转移撤离的准备工作，一旦发现隐患险情加剧立即组织群众转移。
焦点3：灾区疫情如何防治？
在安徽、湖北、江苏多个内涝城镇、受淹区域，记者看到仍未消退的水体浑浊，水面漂浮着死鱼、死鸟等，行走其中处处惊起水中产卵的蚊蝇。由于河水、井水和地下排污管道等连接起来，加上高温来临，病原菌繁殖加快，防疫成为洪水之后的关键工作。
疾控专家提醒，“泡过水”的环境中含有大量病菌等污染物，容易让人腹泻或患上皮肤病。苏州市疾控中心消杀与媒介生物防治科科长陈学良说，被污水泡过的地面、家具都带有大量病菌，应尽快消毒杀菌。
本轮汛情也使长江流域血吸虫病爆发的风险增加。安徽省血吸虫病防治研究所主任医师汪天平说，疫区居民和参加抗洪救灾人员接触疫水时应尽可能做好个体防护，饮用水一定要消毒或煮沸。
焦点4：农民受灾后如何获得补偿？
秧田损毁、鱼塘漫堤、螃蟹跑光……入汛以来的洪涝灾害，让湖北、安徽、江苏等地的农业生产遭受巨大损失。农业部农情调度数据显示，6月以来强降雨造成全国农作物受灾6720多万亩，部分设施农业、养殖业受损。
多地已经展开抢险救灾与灾后重建工作。武汉市江夏区农委主任黄东海介绍，目前江夏区农作物受灾面积超过40万亩，绝收面积近20万亩。办理了农业保险的可通过保险理赔获得补偿，各级政府部门将投入财政资金补助恢复生产，目前江夏区已划拨1970万元。
据介绍，武汉农业保险主要是水稻和蔬菜两类，初步统计江夏区农业保险理赔额度将达3000万元。水稻核定为绝收的，每亩可以赔付200元；蔬菜大棚保险则根据种植品种不同理赔额度有所差异，核定绝收的最高赔付每亩1万元左右。
一些地区农业部门负责人介绍，根据往年经验，中央、省市、区县都会划拨财政资金用于灾后重建，一般原则是“重点补生产”。“具体补偿标准需要根据拨付财政资金额度与受灾恢复生产面积，制定详细方案后才能确定，因此不同地区补助标准也将不同。”黄东海说。
焦点5：城区蔬菜是否涨价？
受持续强降雨对蔬菜基地、种植大棚等设施影响，南京、武汉、合肥等城市本地蔬菜供应量有所减少，保鲜要求高的本地生产叶菜类蔬菜价格不同程度上涨。同时，受暴雨积水城区交通堵塞、人工运输成本临时提高等影响，外地供应蔬菜价格也有小幅上涨。
武汉市武昌区吉祥福生鲜市场，蔊菜从平日每斤3.5元涨至6元，本地小白菜等蔬菜甚至出现断货情况。武汉市内一些菜贩介绍，本地蔬菜恢复供应仍需时日，加上暴雨中鲜鱼等水产品受损严重，预计本地蔬菜与鲫鱼、草鱼等鲜鱼品种将在较高价位持续。
中国国家发展改革委员会日前已发出紧急通知，要求各地价格主管部门加强监测和检查，保障蔬菜等商品市场供应和价格稳定；执行社会救助和保障标准与物价上涨挂钩的联动机制，及时向困难群众发放价格临时补贴。
武汉市农委市场处处长胡体良说，目前武汉市已安排抢播10万亩蔬菜，各大批发市场正紧急联系省外蔬菜基地组织货源，使全市蔬菜批发量每天稳定在600万公斤以上，市民不必恐慌和囤积蔬菜。
焦点6：车辆被淹如何理赔？
超强暴雨导致武汉、南京等城市部分居民小区严重积水，甚至车库全部被淹，大量车辆被水浸泡。据江苏省内多家保险公司粗略统计，本轮暴雨已让南京市内至少6000多辆车被淹“趴窝”。
武汉市一位汽修店老板介绍，武汉市内不少汽修店受理泡水车检修业务都已饱和。车辆被浸泡后，即便全部清理干燥后，电路、传感器等器件还需要全面检测，否则极易出现短路导致自燃。
记者联系多家保险公司得知，只要投保车损险等险种，停在车库中被水淹的车辆所有部件在检测、维修、更换等方面费用都属于车损险保障范围。但车辆行驶涉水过程中造成发动机进水损坏就不属于车损险赔付范围，只有购买涉水险车辆才能获得相应赔偿。
江苏人保财险理赔事业部人士介绍，投保车辆在暴雨中抛锚或者车库中被淹，车主可自行联系救援公司拖车到维修店，由此产生的救援拖车费凭正规发票，也可在车损险中获得赔付。
