　　昨日下午，视频的拥有者，安徽省妇幼保健院在其官方网站发布情况说明称，视频来源系该院“新生儿视频探视”系统，原本均进行了加密处理。医院认为，这些视频之所以流传至网络，系因受到黑客攻击。鉴于此，院方已经报警，公安机关也已责令涉事网站删除视频。

　　新京报记者调查发现，这些新生儿视频，均经一家名为“安徽妇幼网”的网站流出。“安徽妇幼网”并非安徽妇幼保健院官网，而是一家私人注册的网站，曾与医院有合作关系。安徽妇幼保健院在情况说明中称，因“保密不畅”，医院保留向“安徽妇幼网”追责的权利。

　　近六千段视频流传网络

　　合肥市民苏锦（化名）没有想到，一次偶然的网络搜索，竟打开了一片“新天地”。

　　苏锦是一名年轻妈妈，孩子刚8个月大。不久前的一天，她通过百度搜索自己的名字，发现在一家视频网站上，有一条名为“苏锦之子-视频在线观看”信息，点开后，是一段15秒的视频。在视频中，不仅能看到自己的儿子，贴在保育箱上的个人信息也清晰可见。

　　孩子在医院的画面，怎么会流传到了网络？苏锦称，此前院方为了方便家长探视，通过一家名为“安徽妇幼网”的网站，开辟了“新生儿视频探视专区”。家长在输入住院号、账号、密码等信息后，即可进行网上探视。

　　据了解，2014年，安徽省妇幼保健院在“安徽妇幼网”上开通了新生儿视频探视的公益活动。当家长输入住院号、账号、密码等信息后，便能看到孩子在医院 的视频。到2015年年初，“为了逐步完善网络视频安全，安徽省妇幼保健院对新生儿视频探视采用新的方式，即通过宝宝家长的QQ直接传送给家长。截至目 前，一直使用此种方式，每周会安排工作人员给家长们传送一份视频。”

　　此前，安徽省妇幼保健院在情况通报中称，2014年，“新生儿视频探视活动”由医院在“安徽妇幼网”开通，而自2015年以后，便改由工作人员通过QQ直接传给家长。

　　昨日下午，新京报记者尝试打开“安徽妇幼网”及其论坛版块，发现已经无法正常浏览。

　　通过中国互联网络信息中心的域名解析系统，新京报记者发现，“安徽妇幼网”以私人名义注册，所属注册服务机构系浙江一家网络公司，注册时间为2016年 2月3日。而通过反向搜索注册信息中留下的联系方式，新京报记者发现，使用同一联系方式，还注册了至少6个域名，均无法打开。

　　安徽省妇幼保健院通过此前发布的情况说明称，因“保密不畅”，医院保留向安徽妇幼网进行法律追责的权利。

　　新京报记者发现，近年来，不少省市已推出基于网络的新生儿及患病儿童“视频探视系统”，形式不一。但多需通过医院的官方网站才能完成。而此次涉事的“安徽妇幼网”资质成疑。

　　面对网友“院方将视频探视系统”外包的质疑，安徽省妇幼保健院宣传科主任华玲公开回应，“我院采取网上新生儿视频探视，是方便家长的免费公益项目，旨在为患儿及家属提供优质服务，不存在任何经济利益关系，我们不会擅自将视频泄露出去。”

　　在情况通报中，安徽省妇幼保健院将视频流出的原因，归结于“黑客攻击”。这样的说法，能否成为医院免责的“挡箭牌”？北京泽永律师事务所律师王永杰告诉新京报记者，医院对于新生儿视频负有保管责任，应当承担泄露隐私而产生的连带责任。

　　王永杰认为，作为视频的拍摄者，安徽省妇幼保健院有义务保管好这部分视频，其无论出于何种原因，都应该承担连带责任。医院的这份情况说明，并不足以支撑其“脱责”。

　　“如果医院是将部分非医务业务进行外包，其实并不违反相关规定。但在这一过程中，医院的责任，是对这些外包业务进行监督和安全核查。”王永杰说：“安徽省妇幼保健院的行为，涉嫌泄露隐私，属于民事侵权行为，当事家长可提出民事赔偿。”

　　早在2013年6月，甘肃省妇幼保健院便在西北地区首家开通“新生儿网上探视系统”。该院产科一名工作人员向新京报记者介绍称，探视系统系免费，家长凭借入院时的账户名和密码观看。
