　　7月12日，河南省卫辉市对外宣传官微@卫辉发布，就重庆晨报-上游新闻此前独家报道的卫辉交通执法暴力砸窗事件作出通报。

　　10日上午，一段题为“卫辉交通暴力执法 拿石头破窗而入”的视频，经当地资讯博主@传播河南 爆料后，在网上热传。

　　通报称，在获悉该舆情信息后，卫辉市交通运输局党组高度重视，迅速召开局党组会议，研究布置突发事件处置及交通运输执法队伍全面整顿工作。

　　首先，由卫辉市交通运输局纪检部门牵头成立联合调查组，全面调查交通执法人员暴力执法问题。目前，已对在此次执法过程中存在执法不规范的当事执法人员张展、侯志宇停职检查，等候调查处理。交通运输局同时表示，对执法人员存在的错误不回避，将如实通报，主动接受新闻媒体监督。

　　其次，积极与事件中的行政相对人沟通，对被砸坏的车窗玻璃照价进行赔偿，同时依法对违法超限运输行为进行卸载、处罚。

　　7月11日中午，网传一段“河南卫辉交通暴力执法、拿石头砸破车窗”的视频，河南省卫辉市交通局相关工作人员回应重庆晨报-上游新闻记者称，已获悉此舆情，当地党委政府已派人对这一案件进行调查核实。

　　视频中，一位身着灰色T恤、留着短寸的男子，一边恶狠狠地挥舞着一根黑色棍子，一边反复叫嚷着让驾驶室里的男子下车去。随后另一位身着制服、外套荧光马甲、自称执法人员的男子攀到货车驾驶室外部，隔着车窗与车内男子对话。

　　车内男子不敢下车，一位制服男子，他再次操起大石猛挥，车窗玻璃应声碎裂。在旁等候的另一名制服男子跃上驾驶室，一边清理碎玻璃，一边准备强行打开车门……

　　记者试图通过其中一个爆料微博主联系上拍摄视频的司机，但微博主私信回复称：联系不上了，不配合。

　　真相究竟如何？11日中午，河南省卫辉市交通局告诉重庆晨报-上游新闻记者，网传视频他们已经看到，获知舆情后市委市政府非常重视，已经组织人员对这一案件进行调查核实，落实之后会及时向媒体通报反馈。

　　卫辉一超限执法站曾被曝“以罚代管”沦为收费站

　　近日引发争议的河南卫辉交通执法暴力砸窗事件，因当地治超问题有关。无独有偶，就在一年前的2015年9月，有媒体就曾报道河南省卫辉市温寺门超限站的乱象：长期对过往的超载车辆“不卸货只罚款”，超限站由此变成了收费站。

　　据了解，当时有知情人向法制日报提供了温寺门站工作人员收黑钱的视频证据。视频显示，8月8日晚10：30分，30多辆严重超载的半挂车依次通过该超限站，尽管严重超载，但在超限站组长魏国林的示意下，每辆车缴费100—200元不等的情况下全部放行通过。据知情人透露，每辆车交过钱以后，须当面把收据撕毁扔掉才能离开。

　　《法制日报》记者暗访证实，该超限站的确存在无视治超规定的问题，对超载车以罚代管，完全不顾交通安全隐患，丧失监管责任，治超站变成挣钱工具，给交通安全埋下隐患。

　　暗访发现，该超限站为掩人耳目，每天天黑后才会放行超载货车——每晚10点后，满载建筑石料的货车一辆接一辆地从该站经过，这些车辆在超限站工作人员的指挥下，缓行至地磅上，司机下车与办公室工作人员交涉后驾车离去，没有一辆超载货车卸货或分装。

　　知情司机反映，每晚有几十辆超载车辆经过该站，过往司机都知道只要交钱就不用害怕被罚卸货。超限站为防止收钱之事败露，从不让司机把票据带走，而是让司机将治超站的罚款票据当场销毁后才能离开。

　　卫辉市交通运输局在回复法制日报记者时称，温寺门治超由该局管理，是经上级审批的合法固定治超点。

　　然而《法制日报》记者查阅了2015年1月由河南省政府办公厅印发的《河南省公路超限检测站布局调整方案》，根据附件《全省公路超限检测站分布情况一览表》之中所列卫辉共有两个监测站，温寺门超限站根本不在其中。
