　　7月10日晚9时，持续强降水引发山洪，致使九畹溪镇多处民宅进水，农田、道路水毁严重。

　　11日凌晨，九畹溪镇桂垭村村支书李春生在排查险情时发现，二村落81岁的留守老人郑启沛房屋进水，老人正在附属房里用瓢舀水。该房屋本是危房，李春生再三劝说，老人就是不肯离开，甚至把自己反锁在家里。

　　眼看雨越下越大，周边积水越来越多，李春生毅然将房门从外面踢开，把老人扛了出来，刚放下老人，附属房就坍塌了。

　　灾情发生后，该镇机关干部全部赶赴一线，在受灾村村干部的配合下核查灾情、排查隐患，指挥村民撤离，对倒房户、危房户群众进行妥善安置。

　　除了九畹溪镇，秭归县茅坪镇、屈原镇、水田坝乡均不同程度受灾。秭归县委书记卢辉、县长杨勇等连夜带队赶赴各受灾点指挥抢险救灾工作，消防官兵、公安民警、机关干部、民兵、应急分队等342人参加抢险救灾工作。
