电子政务理事会、社会科学文献出版社当日共同发布“《中国电子政务年鉴（2015）》。年鉴称，近年来，各地各部门行政服务效能得到显著提升。但一些地方和领域，困扰基层群众的“办证多、办事难”现象仍大量存在。
年鉴说，“办证多、办事难”具体体现在：
一是证件“多”。据统计，中国与人民群众日常工作生活相关的各类证件、证明多达400多个，其中最常用的有103个之多。
二是流程“繁”。证件审批涉及部门众多，同样材料重复提交，而且部分证件审批周期长。据统计，办理这103个常用证件，需要经过18个部委局办，盖100多个章，交28项办证费；户口簿要提交37次，照片要提交50次，身份证要提交73次；异地办理准生证需要经过8个单位，开5份证明，盖8个章，历时8天。
电子政务理事会表示，在电子政务建设过程中，需要大力推动“简政”“减证”，简化办事环节和手续，优化公共服务流程，推动一站式网上审批，拓展服务渠道，才能让群众办事更方便。
年鉴分析认为，信息孤岛和分散建设是当前阻碍电子政务深入发展的两大瓶颈。电子政务理事会的调查显示，目前，中国信息共享仍未取得根本突破。由于数据跨区域、跨部门的共享、保护、开放等缺少统一规定，再加上行政壁垒、各自为政等因素，我国各级政府跨部门、跨地区的信息共享进展有限。
统计数据显示，区域部门间超过80%的省级、65%的地市、70%的区县尚未实现共享。
此外，中国自建、自用、自管的电子政务工程技术导向的建设模式没有得到根本遏制。调查发现，全国省级和副省级城市、地市级、区县级设有独立机房的部门平均比例分别为60%、26%、18%。省级、地市级、区县级政府网站分散建设的比例分别平均为72%、28%、35%。
