据检察机关介绍，桑拿会所在支付一定费用后，论坛管理员会在网站显著位置处插入招嫖广告，并在浏览网页时向用户强制推送含挑逗、色情和会所提供服务内容等信息。通过“上海龙凤论坛”发布信息后，桑拿会所每天晚上的“生意”络绎不绝，有些嫖客还专程从外地坐飞机慕名而来。
据抓获的个别卖淫女交代，她们也会通过“上海龙凤论坛”对外公布的官方QQ、微信号，联系论坛管理员，双方协商好价格之后，再把自己的联系信息发过去，几天后该网站便会派专人对她们进行包装，再将信息发布到网站上去。

经上海徐汇区人民法院审理后认为，本案中陈某以互联网为媒介，采用招聘、宣传等手段，管理、控制他人从事卖淫活动，情节严重，其行为已构成组织卖淫罪，依法判处陈某有期徒刑十一年，剥夺政治权利三年，并处罚金人民币六万元。杨某、滕某等人协助涉案网站组织妇女卖淫，其行为已构成协助组织卖淫罪，依法判处有期徒刑六年。
