　　常万全说，中欧盟关系总体发展势头良好。中方始终从战略高度和长远角度看待和发展中欧盟关系。在当前复杂多变的国际形势下，保持中欧盟关系稳定深入发展具有重要意义。中方愿与欧盟方一道，认真落实习近平主席与欧盟领导人达成的重要共识，进一步深化包括防务安全在内的各领域合作，不断充实中欧盟关系内涵。

　　常万全表示，南海问题涉及中国的核心利益。中国在南海的领土主权和海洋权益在任何情况下不受所谓菲律宾南海仲裁案裁决的影响，中方不接受任何基于该仲裁案裁决的主张和行动。希望欧盟方在这一问题上秉持客观公正立场，谨言慎行。
