  员工自称“带社保的小时工”


  据当地媒体报道,从7月1日开始,沃尔玛南昌、成都、重庆、深圳、哈尔滨多地门店出现基层员工维权现象,其原因是沃尔玛于2016年5月推行的一项“综合工时”工作制度。


  自1996年进入中国以来,沃尔玛在中国一直采用的是标准工时制,全职工每天工作8小时,每周工作5天,每周40小时。


  在今年5月改为“综合工时”制度之后,全职员工每天工作4-11小时,每周工作3-6天,每周20-66小时,每月平均标准工时为174小时、加班工时不超过36小时。

  这与沃尔玛员工对公司秘闻(ID:high3c)的描述大相径庭。


  “新的薪酬制后,只开了一个月工资,比原来少了几十块钱。综合工时制最重要的是原来一周工作五天,现在按小时算,一周工作变成六天。理论上可以加班,多劳多得,但时间是固定的,无法多挣钱,是在变相减少人工数量。”7月13日,一位在北京沃尔玛工作四年的男员工陈明(化名)表示。


  另一位在北京沃尔玛工作一年左右的女员工王芳(化名)表示,“现在我们都是小时工,来这就是做奉献,混个社保。”


  沃尔玛员工认为,新规则可能导致工作时间安排不稳定,变相减少人工成本,而且单方面实施新工时制度让他们处于被动。


  为表达对综合工时制的不满,从7月1日至5日,南昌、成都、哈尔滨等多地门店的员工停工维权,每家店有数十人参与。


  沃尔玛亚洲区CEO贝思哲14日在接受媒体采访时表示“不能理解”员工的这一行为,“实在不能理解,我们的好意为何会被曲解。可能是因为员工基数太大。我们在全球有240万左右的员工,要让所有员工都满意的确不太可能。部分员工停工事件的背后是有些煽动事件的前员工,这些前员工在煽动谣言。经过一段时间的协调,已经有95%员工接受了新的人力系统。此前停工的员工基本都恢复了工作。”贝思哲称。


  沃尔玛在中国连年“做减法”


  业内人士表示,眼下大卖场生意不好做,任何一家传统零售都面临亚马逊、天猫、京东等电商的冲击,经营压力剧增,沃尔玛在中国推行“综合工时制”改革可能还是为了降低人力成本。


  这已不是沃尔玛中国区第一次在员工问题上引发纠纷,从2012年起,沃尔玛连年在中国区进行公司结构和人事方面的调整,每次调整几乎都伴随着外界对沃尔玛用工制度的质疑。


  2012年和2013年,沃尔玛对中国的采购部门进行了两次大调整,最终29个采购办公室变成只保留一个采购办公室。原采购部门的员工被分流到其他同级别岗位。


  2014年底,沃尔玛宣布在中国区裁员250人,其中涉及118位中高层管理人员。据悉,此次裁员包括大卖场和山姆会员商店,涉及到采购、信息系统、合作事务、市场、运营、供应链等多个部门。


  尽管沃尔玛方面在过去几年屡次否认了“裁员”的说法,但在员工看来,沃尔玛超市内工作人员的数量确实出现了减少。


  一位在北京沃尔玛工作四年的临时工告诉公司秘闻(ID:high3c),在新制度实施后,他的薪酬是每小时18.7元,马上进入淡季,下周他可能就不用来了,现在员工比以前少很多,用临时工也越来越少,也在缩减。


  陈明也表示,“现在整个商场买的人越来越少,专柜销售人员比之前少了2/3,刚来的时候整个部门有10个销售员,现在只有三个,一天两个人,还有一个负责替换休假的。”


  2014年,沃尔玛在华新开25家门店,关闭了17家门店。安徽省和湖南省是关店最多的省份,都关闭了4家门店。



  今年1月15日,沃尔玛对外宣布,将在全球范围内关闭269家店铺,其中国和美国国本土门店154家,海外市场115家。


  沃尔玛在今年2月18日公布的财报显示,截至1月31日,公司2015—16财年年度营收同比下滑0.7%至4821亿美元;净利润同比下降7.2%至147亿美元。分析显示,这是沃尔玛35年以来首次出现年度营收下降。


  沃尔玛同时下调了对2016—2017财年的营收预期,预计该财季销售额将基本停止增长,而之前的预测为增长3%至4%。


  中国区频“换帅”,加快三四线布局


  业内人士分析认为,导致沃尔玛业绩下滑的因素有电商的激烈竞争及人力、租赁成本上升,以及英国阿斯达门店亏损等多方面影响。例如,沃尔玛在电子商务领域不断受到亚马逊的挑战,电商业务在第四财季销售增幅8%,增速连续五个季度放缓。相比之下,亚马逊季度销售则增长了26%。


  2015年,麦肯锡调研显示,中国互联网消费人群中仅16%在实体店购物。互联网时代的年轻人去超市次数越来越少,实体超市线下客户流失严重。


  此外,介于大超市和便利店之间的“精品超市”业态也在兴起,截至2015年底,罗森在上海共有461家门店,而顶新集团旗下的全家便利店,在上海的门店数量接近1000家。并且,随着汽车大量普及,一二线城市的交通拥堵状况日趋严重,前往位于商圈的大卖场购物逐渐成为令人苦不堪言的体验。


  类似的现象在其他商场超市也有体现,北京大成食品内部人士告诉记者,企业一直和北京大型超市合作,但是这几年超市销量少很多,企业重点已经放在天猫、东京这样的电商平台,特别是这两三年更加明显。


  在上述背景下,今年6月初沃尔玛宣布了中国区换帅决定,沃尔玛中国总裁兼CEO柯俊贤将回到英国Asda担任总裁兼CEO,上述决定于7月11日生效。现任沃尔玛加拿大总裁兼CEO Dirk Van Den Berghe将在8月22日调任中国。Dirk也将兼任亚洲区域总裁一职。这将是三年内沃尔玛中国区迎来的第四位总裁。

  2015年7月,沃尔玛完成对1号店的全部收购,全资控股该公司。机构统计显示,2015年,沃尔玛中国的网络市场份额为1.6%,位居第6位,远远落后于阿里巴巴的46.9%,和京东的20.1%。


  2016年6月,沃尔玛转让1号店给京东,沃尔玛将获得京东4.97%的股份。



  有分析人士认为,1号店这么多年已经成为沃尔玛包袱,沃尔玛发展线上接连失利,结盟京东,标志着全渠道零售时代的到来。自身业务发展面临困境的沃尔玛希望借助京东突破物流位置的限制,通过O2O模式力挽中国市场的颓势。
