China's Ministry of Foreign Affairs: the relevant bodies of the United Nations declared once again that arbitration is not valid

中国外交部：联合国有关机构声明再次说明仲裁无效

　　新华网北京7月14日消息，中国外交部发言人陆慷当日在例行记者会上表示，中方注意到联合国有关机构发表的声明，这再次说明，南海仲裁案临时仲裁庭作出的所谓裁决是完全无效和没有拘束力的。

　　有记者问，昨天联合国官方微博声明，常设仲裁法院与联合国没有任何关系，国际法院同时发表声明指出，国际法院作为完全不同的另一机构，自始至终未曾参与所谓的南海仲裁案。此前，联合国秘书长发言人也表示对南海仲裁案法律和实体问题不持立场。中方是否认为联合国机构的这些公开权威表态对中方是有利的？

　　陆慷说，我们注意到联合国有关机构发表的上述声明。这再次说明，南海仲裁案临时仲裁庭根本不是“国际法庭”，它的组成和运作根本不具合法性和代表性，它作出的所谓裁决也根本不具权威性和公信力，是完全无效和没有拘束力的。看来这也说明了为什么这个非法的仲裁结果出来后，只有三四个国家一厢情愿地宣称这个结果“有法律约束力”。

　　陆慷说，这两天《华尔街日报》、法新社等一些媒体在相关报道中也曾把这个菲律宾前政府单方面请求成立的仲裁庭称作“联合国仲裁庭”，“我希望这只是因为有关媒体没搞清情况疏忽了”。

　　他表示，现在联合国有关机构已公开声明这个仲裁与联合国无关了，希望媒体也好，个别国家的有关人士也好，以后不会再疏忽了。
