　　据台湾中时电子报7月13日报道，世界遗产大会10日在土耳其登场，虽然讨论的主题是世界遗产，但非物质遗产由于在部分地区容易引发争议冲突，反而更受到关注，尤其是事关亚洲多个国家和地区的慰安妇申遗更充满对立。

　　报道称，中国去年将慰安妇资料与南京大屠杀资料一同申遗，但慰安妇资料未能入选。日本政府在审议过程中，一再表示反对，并以审议过程存在瑕疵为由抵制。

　　今年5月，包括中国、韩国、印尼等8个国家和地区的民间组织，共同向联合国教科文组织申请将日军二战期间强征慰安妇的历史事实列入世界记忆名录，再度遭到日本政府和民间右翼团体阻挠。

　　据报道，日本政府为阻止慰安妇资料申遗，投入诸多力量，强烈敦促联合国教科文组织加快修改制度。日本丽泽大学教授八木秀次就指出，应该让日本人参与负责审查申遗资料的具体部门，直接并积极干预与慰安妇有关的相关事务；但在多个国家和地区共同努力后，让本案通过的机会大增。

　　日 本共同社曾报道，日本阻止慰安妇资料申遗如此拼命，是由于如果慰安妇资料继去年10月的南京大屠杀资料之后申遗成功，日本的国际形象受损在所难免。在南京 大屠杀资料申遗的问题上，日本政府当初未能及时应对。此外，政府还担心此事会对日韩两国政府就“最终解决”慰安妇问题达成的共识造成影响。

　　报道称，中国、韩国、日本、菲律宾等国家和地区的民间团体此次共同为慰安妇资料申遗。中国政府上一次是把慰安妇资料与南京大屠杀资料一同申遗。由于慰安妇资料未能入选，中国为再次申报加强了准备。

　　共同社称，虽然一名日本政府高官态度坚决地表示“决不让（慰安妇资料）申遗成功”，但如果日本极力阻止民间团体申遗的印象扩散开来，日本政府反而可能将面临“招致国际舆论反弹”（外务省官员语）的两难境地。
