“整套系统装置主要由前端采集设备、后端识别、数据传输与交换、数据接口等四部分组成，整合了道路上的电子警察、治安卡口、高清探头等前端采集的图像监控信息，运用大数据分析技术，对高清监控设备采集的交通违法视频数据进行智能识别和分析，按照技术标准形成车辆违法数据，经公安交警部门审核后，对违法车辆进行处理，以违法处理单的形式通知违法者接受处罚。”市公安交警总队副总队长韦恺人介绍说，现有的治安监控设备覆盖面非常广，结合这套系统，将在较短的时间内极大地拓展非现场执法的覆盖面。
除扩大非现场执法的覆盖面外，这套系统应用后，也扩展了电子警察的执法内容。“以往传统的电子警察执法一般只能拍摄一种违法，最多只能兼顾两到三种违法。而交通违法监控智能识别装置通过大数据技术，综合分析画面内车辆运动轨迹、静止位置和时间判断，通过多种数据‘算法’来实现对多种交通违法行为的自动识别，实现一机多用。”韦恺人告诉记者，运用这套系统后，同一个设备既能查处闯红灯等影响安全的严重违法，也能查处包括违法变道、违法停车、闯禁令、违法压实线、违法掉头、逆行、滞留路口、插队加塞等在内的对交通秩序影响大的各种一般违法，执法效能显著提升。
以黄浦为例，该区目前就在4个路口进行了试点安装，而全市首批安装路口共有42个。试运行20天，黄浦就在四川中路滇池路路口抓拍了违法行为388起，其中，闯禁令385起、黄线违停3起。
机动车违法难逃法网
除了黄浦之外，静安分局率先试点应用交通违法监控智能识别设备，形成了系统智能采集加人工甄别处理相结合的交通违法查处新模式，取得了一定成效。
今年4月26日以来，静安区在威海路、成都南路等3个路口建设使用这种装备后，有效查处机动车逆行、实线变道、滞留网格线、驶入非机动车道等多种违法行为9000余起。通过近三个月的整治和宣传，目前，3个路口的日均查处数在100起左右，比之前下降了近一半。
虹口也已经在多个路口试点安装了相关设施。通过对智能识别系统的摄像角度、摄像焦点、位置标定、取证时间跨度等方面不断进行调整，其已经将智能识别系统的图像抓取效率提高到90%，也就是说，自动生成的图片九成以上是可以直接作为交通违法行为的证据被使用的。
对于这套设备的威力，家住北宝兴路附近的刘先生深有体会。刘先生表示，北宝兴路柳营路北侧有两根机动车道，其中，一根是直行加右转车道，另一根则是左转车道，而通过路口后只有一根车道通行。以往，许多驾驶员为图方便、赶时间，直接由左转车道违法直行，驶近路口时开始与正常通行的车辆并道争抢南侧的一根车道，导致交通秩序非常混乱。这些违法驾驶员在看到交警后有所收敛，交警走后则又开始“各凭本事”。如今，即使没有交警在路口，车辆也都能依法正常行驶，路口的交通秩序也有了明显的提升。
据介绍，目前交通违法监控智能识别系统已经在全市42个路口启用，并将在全市推广，24小时监测机动车在道路上的违法行为。这意味着，今后即便路口没有警察，也将会有一双“眼睛”在无形地监督着行车者的行为，也一并弥补了警力不足的现状。
