华为增资项目用地需求大

今年1月,东莞市政府与华为公司签订了《华为增资项目投资协议》,项目投资总额不低于300亿元,包括土地、基建、设备等固定资产投资。华为方面承诺自竞得土地后第三年起,税收贡献工业用地不低于100万元/亩/年,科研及其他用地不低于150万元/亩/年。

记者了解到,增资项目用地包括了位于台科园的约6000亩用地,用地性质包括科研用地、工业用地、商业用地、教育用地、人才房用地等;还有约256亩用地位于松山湖南部火烧山片区,用地性质为科研用地;以及分别位于松山湖金多港东片区实验小学东侧、北侧、莞美学校以南的约383亩人才房用地、约16亩教育用地和60亩商业用地等。

值得一提的是,随着华为企业发展重心逐步向松山湖迁移,产生了大量的购地需求。因华为公司的居住配套调整用地性质,已不是第一次。今年5月,华为在松山湖可容纳5000多人居住的员工公寓项目引起的规划调整通过了审议。这一项目所在地块就位于松山湖环湖路附近,与华为终端基地仅一路之隔。原控规为华为终端基地的交通配套项目用地,含生态绿地和研发用地。

华为进驻东莞之后,市政府也是竭力为其做好各种服务。记者了解到,市政府要求市相关部门在研究轨道交通3号线新增支线线位方案时,要尽量避免影响383亩华为人才房地块的开发建设,在技术可行的前提下要尽量满足华为公司的诉求。

配套要适应高标准生活需求

松山湖规划部门昨日在会议上称,松山湖南部地区由于引入华为终端总部项目、中集等重大项目,各项目的建设正有序推进,为解决有关人才居住配套问题,根据测算,预计需要3万套住宅提供居住配套。项目居住配套近期通过用地条件较成熟的松山湖园区用地解决,在金多港片区划出383亩地建华为人才房项目。

根据规划,调整地块用地性质以研发用地为主,并包含居住和小学等相关配套用地。按照市政府批复的383亩用地面积,将调整范围内大部分研发用地调整为二类居住用地。调整后,二类居住用地增加25.29公顷,科研设计用地减少28.33公顷。

很明显,规划调整后居住人口将有很大变化,预计增加1.74万人,金多港东片区总居住人口达到2.46万人。与此同时,松山湖规划部门透露,为适应研发人员的高标准生活配套要求,规划在满足相关规范要求的前提下,对片区部分设施等级进行提升:原规划研发组团服务中心调整为社区配套中心,为东片区的居住和研发用地提供生活配套;社区配套中心将建设商业配套设施和门诊部、居住区级文化站、肉菜市场、社区服务中心、警务室等服务设施(将于华为居住地块同步实施),并提供集中的公共绿地;新增华为居住地块内,配建居住小区级体育活动场地。

在教育配套方面,居住地块内将配建3个幼儿园(共36班)解决需求。另外小学38班、初中17班、高中13班。按园区现有教育设施余量,小学需求可以满足;新增18班中学可满足调整后需求。

台科园转型华为研发聚落

除了划地给华为建设居住配套之外,松山湖的台科园也将因华为转型,由原来的台湾高端电子信息产业的主题园区,变身为华为的研发聚落,为华为的研发、居住、公共配套需求而服务。

昨日市规委会审议的另一个与华为有关的重大调整项目是《东莞松山湖科技产业园区东部地区及电子信息产业基地控制性详细规划》(以下简称《东部控规》)。

本次重大调整涉及的主要是《东部控规》中的台科园部分,用地面积约677公顷。原本台科园功能定位是专门引进台湾高端电子信息产业的主题园区,打造东莞市产业结构调整的示范园区和承接台湾高科技项目的重要平台。园区已引进联胜科技、安特高科、菲鹏、安迪科等企业入驻;莞台生物技术合作育成中心、产业化中心已建成;台科花园(公租房项目)建成投入使用。

现在,为结合华为公司的发展需求,松山湖管委会拟将台科园打造为华为的研发聚落,综合解决华为的研发、居住、公共配套等需求。初步意向将东部片区打造为松山湖的华为基地,形成融东莞新城区(城市的发展创新核、工业4.0产业示范基地、新一轮城市发展重点空间)、华为新园区(首个“ROADS”标准园区、华为新一轮发展的载体)和虚实融合社区(产居平衡示范区、“华为社群”的孵化地、东莞未来城市实验坊)三区为一体的东莞的创新发展示范区。调整后,居住人口由3.04万人增加到4.4万人。
