　　河北的核电产业园建设始于2年前。

　　记者调查得知，根据河北省与中核签署的战略合作协议，双方将在核电、核产业园、核技术应用等方面展开深入合作。

　　核电对于河北省而言，被置于重要地位。河北省《2014年政府工作报告》是这样表述的——“优先安排有利于经济转型升级的重大项目，包括沧州海兴核电项目及其他重大项目。”

　　重大项目有助于经济结构的优化。记者从核电企业了解到，在核电投资建设环节，每1元核电投资可以拉动全社会各个行业总产出增长3.04元，带动GDP增长1.03元；在核电生产运营环节，全社会每增加1元的核电消耗，可拉动总产出增长2.22元，带动GDP 增长1.18元。照此计算，海兴核电和核燃料产业园项目总投资近2000亿元，由此产生的经济效益十分巨大。

　　在河北省各级政府的文件中，始终强调的是能源结构调整与经济转型升级一样也不少。“发展核电与发展其他清洁能源并不矛盾。”河北省能源部门一位不具姓名官员告诉《华夏时报》记者，核电的优势在于年利用率比风电和太阳能发电高，清洁高效。

　　而在国家发展核电的相关规划中，河北核电也被提及。

　　进展与困顿

　　“核电产业主要推动者还是地方政府和企业。”厦门大学能源中心主任林伯强曾对记者说，地方发展核电主要基于经济发展的压力。

　　据调查，各省为了争上内陆第一核电站而拼得“头破血流”，可见核电的诱惑力实在无法抵挡。据统计，至今全国至少有20多个省市提出要上马核电项目。

　　这其中，热情最高的莫过于湖北、湖南和江西。按照业内的说法，湖南早在上世纪80年代就开始核电站的相关研究与申请，湖北则在1988年开始核电的前期准备工作，其他省市随后开始跟进。

　　“各省真正表达要上马核电意图是2005年。”中国国家发展改革委员会内部人士向记者介绍说，在那年的全国两会期间，湖南、湖北、四川等省份的代表团都谈到了发展核电的迫切愿望，但当时中国国家发展改革委员会一个都没批，“随后10年的漫长岁月中，各省步入了内陆核电站的明争暗斗中。”林伯强说，地方政府最冲动的就是，一个核电站投资几百亿元，几百亿元一旦投进去了，经济肯定就好了。

　　至今，中国核电工业走过了30年。在此期间，法国核电发电量占到了其国内总发电量的78%，日本占比30%，但中国核电仅占2%，这表明中国发展核电的空间很大。因为根据《中国核电产业发展规划》，到2020年核电总装机容量要达到4000万千瓦，在建1800万千瓦。在“十三五”期间，据业内人士估计核电建设总投资近5000亿元；其中，在核电运行产生的乏燃料处理环节，以每吨处理成本167万元计算，将催生出100亿元的市场空间。

　　在采访广州有关部门时一位业内人士告诉记者，“广东的核电燃料园进展并不如意，甚至一波三折”。一个例子是，2012年2月中核宣布核燃料项目落户广东江门鹤山，项目投资400亿元，但该项目1年后夭折了。而这样的例子在全国并不少。

　　核燃料产业园是为核电站建设配套的项目，主要涉及铀纯化转化厂、铀浓缩厂、燃料元件厂，发展潜力巨大。正如《核电中长期发展规划（2005-2020年）》所表述的那样，“要配套建立独立完整和先进的核燃料循环体系，加快铀纯化转化、浓缩、元件生产线建设，到2020年分离功能力超过万吨，压水堆燃料元件生产能力2000吨以上。”

　　“这就是各地从未放弃争夺核电项目的原因。”四川能源局官员告诉《华夏时报》记者。各地争抢核电及核电产业园项目是为了发展当地经济，以拟投资370亿元的江门鹤山核燃料项目来说，据当地政府测算，该项目一旦建成，仅工业产值、税收收入两项就相当于再造两个鹤山的经济效应。
