江苏南通海门市的江心沙农场，紧邻新江海河河道，这个季节本应是一片绿油油的菜地，可如今，却堆起了数座垃圾小山，最高的一处将近四到五米，建筑垃圾、生活垃圾、电器垃圾充塞其中，方圆七八百米的空气都散发着刺鼻的臭味。
农场工作人员介绍，他们两天前接到居民举报，有两艘装满垃圾的船只停靠在这里，准备倾倒垃圾。工作人员赶往现场时发现，其中一船的垃圾已经被人在前一天夜里偷偷倾倒了。江心沙农场社会行政管理科科长唐泓说：“一条船已经卸完了，一条船准备卸，当时看到我们来了就没卸，挖机就停在那个堆场上。看上去就是生活垃圾、建筑垃圾，还有人家化工厂的垃圾，都有化工味道的，周围的人讲味道很重。”
位于苏州路南侧的这个地块，目前属于农场的耕地范围，附近的居民说，这些偷倒的垃圾对周边老百姓的生产生活造成了严重的影响。
有居民表示，不是光走路不好走，扬尘，还有臭，不好走路，庄稼也不好种，一样都不好弄，这块地本来是种庄稼的，不然可以种黄豆啊什么，现在一样都不好种了。

由于垃圾船航行的河道属于属于南通市通州区管辖范围，事发后，通州区海事处扣留了船只的相关航运证件，责令两艘船停靠在岸，不得离港。通州区地方海事处科长曹玲说，据船员反映，这两船垃圾就是来自上海。

海门市航道管理站航政股副股长朱杰表示，“据我们现在看下来，有两个地方违反了我们相关法律，一个是他擅自新建一个码头，这个码头是非常简易的，有安全性的问题的，这个码头是没有经过我们航道部门行政许可，这个是非法的；还有一个，按照我们航道的法律法规，航道的边坡是不允许倾斜有砂石的建筑垃圾，这个也违反了我们的《航道法》。”
