IPTV用户争夺上演“三国杀”

对于中国移动旗下咪咕视讯公司与央视旗下爱上电视签署IPTV业务战略合作协议,可以看做是中国移动全面进军IPTV业务领域。

爱上电视是经中国网络电视台授权,负责全国的IPTV中央集成播控总平台可经营性业务的运营,与各地广电播出机构、电信运营商合作开展IPTV业务;咪咕视讯作为中国移动旗下咪咕文化科技有限公司的全资子公司,则是咪咕文化在视频领域的版权运营实体。

咪咕视讯CEO王斌此前表示,双方将在业务发展、运营模式和内容建设等多个方面展开合作,在业务发展方面,双方将按照国家新闻出版广电总局政策规定,以总分架构的模式开展IPTV业务,推进IPTV向高清化、智能化方向发展;在运营模式方面,组建IPTV合作业务联合运营团队,提升平台运营质量、内容运营效率和用户使用体验;在内容合作方面,大力整合高清、4K、原创等节目内容,为用户提供IPTV视频内容。

据了解,中国移动尚未获得由国家新闻出版广电总局所颁发的IPTV传输牌照,目前只能以“互联网电视”的形式变相地发展宽带电视用户,用户规模超过500万。不过,在多位业内人士看来,从中国移动的高调布局来看,获得牌照或将很快实现。

对于申请牌照的具体进展和IPTV业务发展规划等问题,记者分别致函中国移动及旗下咪咕公司,但截至发稿尚未获得具体回复。

事实上,随着三网融合战略的深入推进,发展IPTV业务已成为各大运营商大手笔布局的“基础性业务”。

早在2016年1月,时任中国电信总经理杨杰就明确提出“2016年要大力发展IPTV业务,要毫不动摇走‘宽带+IPTV’之路”。根据中国电信今年IPTV智能机顶盒集中采购工作计划,集采规模约为1112.53万台。数据显示,中国电信目前拥有4000万户IPTV用户,在三大运营商中占据明显优势,今年底,IPTV用户规模预计将突破5000万户。

而中国联通也确立了“宽带+IPTV+应用+4G融合发展”的战略,大力布局IPTV业务。根据《中国联通TV视频业务发展工作要求》,中国联通明确规定将TV视频业务作为集团“战略性基础业务”,今年计划新发展IPTV业务用户1000万。截至去年底中国联通IPTV用户数为1124万。

“今年IPTV用户数增速将远超历年,用户增量会达到三四千万,更理想一点的话,今年IPTV用户总数会接近亿级规模。”业内资深人士、流媒体网CEO张彦翔表示。

中国移动进军IPTV领域,围绕IPTV用户争夺的一场“三国杀”或将正式上演。马继华在接受本报记者采访时表示:“中国移动网络建设晚,但起点较高,没有网络改造升级的压力,再加上资金实力优势和快速拓展宽带用户的能力,中国移动加入IPTV业务的竞争将改变整个市场格局,对中国联通、中国电信和中国广电都是一个巨大的冲击。”

广电系强势反击难阻用户转投IPTV

据了解,按照IPTV业务的相关从业规则,央视“爱上电视”的IPTV全国总播控平台、各个省级电视台的IPTV播控分平台共同构成IPTV的“总分架构”,电信运营商在从事IPTV业务过程中只能进行信号的传输。

坐拥内容平台优势的中国广电及地方有线电视公司并没能阻止电信运营商IPTV快速发展的趋势。根据中兴通讯发布的《2016年国内ICT行业发展趋势》研究报告预计,未来3年,国内IPTV新增用户数量将达8000万~1亿户。

“未来3年,国内三大运营商的光网宽带用户发展目标合计超过2亿户,并把IPTV视频业务与光网宽带业务绑定发展。按照40%~50%IPTV视频业务的转换率计算,未来3年内,国内IPTV新增用户数保守计算将分别新增8000万~1亿。”上述研究报告表示。

这也意味着,随着电信运营商IPTV业务的快速发展,有线电视用户或将迎来流失潮。用户流失压力正倒逼以中国广电为代表的广电系通过内容建设与新兴媒体融合发展等措施展开反击,其中不乏借用行政监管的力量。

值得注意的是,7月2日,广电总局印发《关于进一步加快广播电视媒体与新兴媒体融合发展的意见》,广播电视媒体与新兴媒体融合发展,以进一步提升广播电视媒体在网络空间的传播力、影响力、公信力和舆论引导能力。重点任务之一就是“在广播电视媒体主导集成播控平台的前提下,稳妥、规范开展IPTV、互联网电视等广播电视类新业务”。

在此前,国家新闻出版广电总局刚刚发布《关于开展互联网电视业务自查的通知》,要求严查国内七大互联网电视集成牌照商与通信企业(中国移动、中国联通、中国电信)开展合作的情况。

这也被认作是将对“风生水起”的中国移动的互联网电视业务形成直接影响。

另一方面,地方广电网络公司与电信运营商关于IPTV部分内容版权的矛盾也正变得日益突出。例如,今年5月份,山东广电网络有限公司向济南市中院提起诉讼称,山东联通和山东广电新媒体公司合作开展的IPTV业务,在没有获得任何合法授权的情况下,非法截取了山东广电网络有限公司的直播信号,擅自播出央视加密频道第3/5/6/8套节目,“涉嫌不正当竞争”,要求停止使用3/5/6/8套节目,并索赔经济损失人民币约5000万元。

不过,山东联通对这一指责并不认同。山东联通在声明中表示,山东IPTV业务是由爱上电视、山东广电新媒体、山东联通三家单位签约运营,山东联通只负责IPTV内容的传输,属于管道方。

“在实际运营过程中,IPTV所播出的内容完全由播控方——爱上电视和山东广电新媒体两家单位提供,其中就包括诉讼所指的中央电视台3/5/6/8电视节目。”山东联通表示。

“三网融合推进下,电信运营商通过向宽带用户免费送IPTV,使得有线电视用户开始快速转向电信运营商。”在电信业专家付亮看来,这也是地方有线公司开始“着急”的最主要原因

马继华分析认为,目前三大运营商宽带用户和全国有线电视用户数量已经相差无几,IPTV的快速增长正成为不可逆的潮流。“目前三大运营商发展IPTV业务的决心和动作很大,广电系依靠行政手段进行打压,而不是依靠市场的力量,将很难阻止有线电视用户转投IPTV的潮流。”

“中国广电具有更多的政策支持和内容优势,但是内部没有形成合力。”马继华分析认为,中国广电需要以获得宽带业务电信牌照为契机,在加强有线电视内容建设的同时,快速积累宽带用户,并在充分竞争中适应利益在协调的过程。
