中国外交部：护照设计属中国内政 别国无权干涉
针对上述国家的反制措施，中国外交部曾在2012年回应称，中国新版护照符合国际法，护照上的地图不针对任何特定国家，中国愿积极与相关国家进行沟通，促进中外人员交流。中国护照的具体设计属于中国国家主权范围之内的事情，任何国家无权干涉。
中国外交部发言人华春莹表示：“该类护照有关图案设计并非针对特定国家，我们希望有关国家能够本着理性、克制的态度冷静地对待，以免对中外之间的正常人员往来造成不必要的干扰，中方也愿意同有关国家保持沟通，确保中外人员往来正常进行，并为他们提供便利。”
越南媒体为何又炒作“护照问题”？
中国社会科学院亚太与全球战略研究院副研究员杜继锋认为，中国护照问题又成热点的原因是越南想借南海仲裁案结果宣判之机，以“护照争议”为由将南海问题扩大化。仲裁案结果出来后，越南希望通过一些措施继续扩大南海问题的影响，企图借助国际社会的压力和影响来帮助自己实现在南海问题上利益的最大化。
杜 继峰认为，“护照争议”的问题不在中国，而在于相关国家想利用护照做文章。中国在护照上印制中国版图与南海问题无关。越南媒体翻炒多年前的旧事，只是想引 起国际社会或中国当局的注意，对其声索南海主权并不会起到什么实际的效果，中国并不会在压力下做出让步，这种做法只会给双方的交流带来障碍。
社科院亚太社会文化研究室主任许利平认为，中国已经多次表明不接受、不承认南海仲裁所谓“最终裁决”的立场，越南以南海仲裁案裁决为由头，再度炒作中国护照问题，拒绝为中国公民入境盖章，这纯属挑衅行为，是在挑战中国维护南海主权的决心和意志。
菲律宾、越南等国家因护照地图拒绝在中国护照页盖章，给部分国人出行带来不便。曾有微博网友发出疑问：护照是为了方便国人出行，有关国土的争议需要以这种方式（护照上印国家版图）来宣誓国家主权吗？
许利平认为，虽然个别国家的反制措施会给部分国人出行造成不便，但是维护岛礁主权是国家核心利益，不能动摇，国人应以维护国家利益为先。
