17日晚，河南省统计局公布了河南省上半年经济数据。18日，河南省社会科学院《河南经济蓝皮书》课题组召开研讨会，专家就2016年上半年河南经济运行分析和全年走势展望发表了不同看法。
[上半年成绩]
郑州E贸易业务量全国第一
课题组分析指出，今年以来，河南省在扩大总需求的同时，大力推进供给侧结构性改革，出台了8个重点产业10个年度行动计划、优化企业融资服务26项举措、降成本专项行动10大领域50条措施等一系列政策组合。
上半年，河南省经济运行呈现“四稳四进”特征。“四稳”是指：工农业生产总体稳定、固定资产投资缓中趋稳、消费市场平稳增长、物价就业基本稳定；“四进”则指：结构调整扎实推进、经济效益继续提高、供给侧结构性改革成效明显、创新创业效应显现。
值得一提的是，今年上半年，郑州市E贸易总业务量达1560.1万单，货值14亿元，综合纳税6%，单量总数居全国试点城市首位，E贸易成河南商业发展新时尚。

企业效益不好，4.3万人失业
虽然上半年河南省取得了一些成绩，但经济下行压力加大没有缓解、企业生产经营困难没有缓解、投资增长后劲不足没有缓解、外贸形势下滑态势没有缓解。
今年1至5月河南省工业生产者价格指数已经连续48个月下降，整个市场需求疲软状况没有根本性好转。1至4月，石油和天然气开采业、煤炭开采和洗选业分别出现了34.1亿元及7.7亿元的亏损。随着生产放缓、效益下降，这些行业用工人数同比减少4.3万人，形成了一定的就业压力。
“我前一段时间调研时发现，小县城的房子15年都不一定能卖完，库存太多了。”河南省政府发展研究中心主任、研究员谷建全称，现在中小城市去库存的压力和大城市房价一直持续上涨形成了很大反差。

全年GDP增速或达8.2%
课题组认为，中国经济增长“6”时代全面来临，“L”形走势使得河南也面临较大下行压力，但也应当看到，积极因素和新兴力量正在积聚。
所以，就全年来看，下半年经济运行有望回升，三、四季度经济增长有望略高于二季度，全年GDP增速能够实现8%的目标或略高一点。
从主要经济指标来看，预计2016年河南河南省GDP增速有望达到8.2%，河南省规模以上工业增加值增长8.6%，固定资产投资增长14.5%，社会消费品零售总额增长12%，进出口增长有望转正。
