据了解,2012年开始实施的快递服务新标准,明确了“先验货后签收”的原则,并对快件分类处理、区别对待,分为普通快件和网购快件,制定不同签收服务规程。对一般快件规定:“若外包装完好,收件人应先签字确认;若外包装出现破损,则可以先检视内件再签收。”而对网购快件,则主要根据快递服务组织和寄件人(商家)的约定。但新标准里并无规定“开箱费”,这似乎给快递公司留下可乘之机。

对此,有业内人士表示,物流企业收取“开箱费”是试图把履行对商家运输合同的风险和成本向消费者转嫁,绑架消费者权益。上述人士说,现阶段虽然经过不断曝光,快递运输质量稍微转好,但仍普遍存在野蛮装卸问题。这也意味着,部分快递包裹的外包装虽然完好,却不能保证里面的物品没有损坏,加上网购存在拿假货、残次品冒充正品的情况,导致消费者在没有打开快递之前,很难确认物品完好。
