2016年3月，邳州市公安局接群众举报，辖区内有村民从事传销活动。同月8日立案侦查，并迅速成立专案组。通过前期侦查，警方了解到，本案中“星火草原”公众号的注册主体为北京飞鹰软航科技有限公司，该公司由李某和孑某二人出资组建，其中李某多年从事网络营销，而孑某又是网络架构领域的技术专业人员，二人于2014年年初相遇，随后一拍即合，决定发挥各自所长联手合作。
2015年12月，李某和孑某组建技术团队，开发出一套多层分销系统，这便是“星火草原”传销模式的雏形。此后，该犯罪团伙开始在多个网站和社交平台上大肆推广这一新型传销模式，期间还在宣传资料中称与支付宝、微信支付、京东支付等是合作关系，以达到混淆视听的目的。
在侦查过程中，警方发现不少参与者明知“星火草原”的传销本质，但考虑到初期投入较小，100元便可入门，600元便可拿到最高级别的代理权，同时禁不住组织者宣称大额回报的诱惑，因此便抱着试一下的态度投身参与并发展下线。在短短5个月的时间里，“星火草原”的参与人数便已达到150余万名。
“星火草原”是本案犯罪团伙在微信平台上注册的一个公众号的名称，打着“大众创业、万众创新”、“玩手机赚钱”等激励口号，但运营内容却未见任何实体商品或实际项目。据办案民警介绍，该平台支付100、300、600元即可分别成为市级代理、省级代理、全国代理。各代理发展不同层级的下线，可获得90到270元不等的返利。不少参与人员都被这种本小利大的宣传诱惑了。
2016年5月，邳州警方全面出击，在北京、大连、重庆、深圳等地抓获李某和孑某等30余名犯罪嫌疑人，将“星火草原”这一传销组织骨干成员一网打尽。（完）
