中国五年新增铁路3万公里 高速铁路1.1万公里
资料图 中新网记者 李泊静 摄 中新网7月21日电 中国交通部21日举办例行新闻发布会，交通运输部综合规划司副司长张大为表示，“十三五”期将加快推进中西部干线铁路、高速铁路、城际铁路、周边互联互通铁路境内段等重大项目建设，五年新增铁路3万公里、其中高速铁路1.1万公里。
张大为表示，“十三五”期基本建成布局合理、功能完善、衔接顺畅、便捷高效的基础设施网络，总体上达到国际先进水平。
一是着力打造横贯东西、纵贯南北、内畅外联的国际大通道和国家综合运输大通道。
二是着力打造高品质的快速交通网和广覆盖的交通基础网。加快推进高速铁路成网，完善国家高速公路网络，适度建设地方高速公路，增强枢纽机场和干支线机
场功能。加快中西部铁路建设，推进普通国省道提质改造和瓶颈路段建设，提升沿海和内河水运设施专业化水平，加强农村公路、通用机场建设。建设现代高效的城际城市交通，在城镇化地区大力发展城际铁路、市域(郊)铁路，鼓励利用既有铁路开行城际列车，形成多层次轨道交通骨干网络，高效衔接大中小城市和城镇。
三是着力打造一批一体化衔接的综合客运枢纽和现代高效的货运枢纽(物流园区)，努力实现客运“零距离”换乘和货运无缝隙衔接。
铁路方面，“十三五”期将加快推进中西部干线铁路、高速铁路、城际铁路、周边互联互通铁路境内段等重大项目建设，五年新增铁路3万公里、其中高速铁路1.1万公里，预计“十三五”末，中国铁路营业总里程达到15万公里，其中，高速铁路营业里程达到3万公里。
公路方面，“十三五”期将重点实施高速公路联网畅通工程、国省干线升级改造工程、农村公路畅通安全工程，五年新增公路43万公里、新建改建高速公路通车里程3万公里，预计“十三五”末，中国公路总里程超过500万公里，其中高速公路总里程达到15万公里。
水运方面，“十三五”期将加快建设海洋强国， 打造长江黄金水道，推进港口转型升级。五年新增沿海港口深水泊位500个，预计2020年达到2610个。五年新增和改善航道里程4500公里，规划的1.9万公里内河高等级航道基本建成。民航方面，“十三五”期将进一步完善机场布局体系，扩大覆盖范围，优化网络结构，构建国家综合机场体系。五年新增机场50个以上，预计2020年中国民用运输机场总数超过260个。
张大为特别强调，“十三五”期交通部将坚决打赢交通扶贫脱贫攻坚战。“十三五”期，将着力建设“四条路”。
一、集中力量全面实现乡镇、建制村通硬化路，建设里程30多万公里。
二、突出重点建设贫困地区国家高速公路1.65万公里，改造普通国道约4.7万公里。
三、支持贫困地区建设具有资源路、旅游路、产业路功能的公路约3.5万公里。四、加强沿边公路、口岸公路建设，促进贫困地区向开放前沿发展。
张大为指出，通过努力，预计“十三五”末，高速铁路覆盖80%以上城区常住人口100万以上的大城市，高速公路和机场基本实现对城区常住人口20万以上城市全覆盖，实现相邻大中城市间1-4小时交通圈，城市群内0.5-2小时交通圈，所有具备条件的建制村通硬化路、通客车，所有建制村基本实现直接通邮。
