现在中国已有超450万农民工返乡创业 约占农民工总数2%
新京报快讯(记者李婷婷)今日，农业部发布了农民工和大学生等人员返乡创业情况的消息，数据显示，截至2015年底，农民工返乡创业人数累计已超过450万，约占农民工总数的2%，大学毕业生返乡创业比例从几年前的0.5%增至1%。
对于农民工和大学生返乡创业人数均增加的原因，农业部介绍，这得益于近两年的一些扶持和促进创业的措施。例如，开展了开发农业农村资源支持返乡创业行动计划、推进农民创业创新行动计划等;同时支出中央财政资金26亿元，补助5200个农民合作社兴办农产品初加工，推动农村发展3.1万家电商。
为了保障农民工创业，农业部还会对返乡创业的农民工进行培训，同时举办农民创业创新经验交流等活动，并对农民创业者给予政策性贷款授信，建设创业孵化基地和服务平台。
记者注意到，不止是农业部大力支持农民工返乡创业，今年7月，人社部联合五部门曾下发《关于实施农民工等人员返乡创业培训五年行动计划(2016-2020年)的通知》。其中提到，农民工等人员返乡创业，符合政策规定条件的，可享受减征企业所得税、免征增值税、营业税、教育费附加等税费，减免和降低失业保险费率。
该通知还提出，到2020年，力争使有创业要求和培训愿望、具备一定创业条件或已创业的农民工等人员都能参加一次创业培训，有效提升创业能力。
