履历显示，朱智富，男，汉族，1967年1月生，浙江义乌人，1990年6月加入中国共产党，中央党校函授学院党政专业毕业。1988年8月，在义乌审计事务所参加工作；2002年9月，从义乌市财政局副局长任上，调入杭州海关隶属金华海关驻义乌办事处工作。历任办公室副主任（副科级）、金华海关监管科科长、义乌海关办公室主任、副关长，现任义乌海关党组成员、副关长（副处级）。
《中国经营报》从有关渠道获悉，朱智富上吊自杀前，海关总署党组第三巡视组已移交该同志涉嫌违纪线索，不过杭州海关目前尚未开始立案调查。

管党治党不严，清理规范涉企收费不到位，执法等领域廉洁风险较高，违规违纪问题时有发生，少数单位群体性腐败问题频发，“贴着海关发财”现象比较突出。违反中央八项规定精神问题仍时有发生，公车私用、铺张浪费、违规发放津补贴等问题反映较多。
基层海关监督执纪问责偏松偏软。干部管理不够规范和严格，一些单位存在突击提拔干部、领导干部个人有关事项报告不实等问题。同时，巡视组还收到反映一些领导干部的问题线索，已按有关规定转中央纪委、中央组织部等有关方面处理。
不过，截止目前海关系统尚无高级别官员落马。
