根据此次发布的《规定》细则,航空公司应当每隔30分钟向机场管理机构、空管部门、地面服务代理人、航空销售代理人发布航班出港延误或者取消信息,包括航班出港延误或者取消原因及航班动态。这意味着旅客将实时收到航班动态。

不过,刘春泉表示,上述强制信息共享的规则,可能遇到执行难题。

此外,值得注意的是,《规定》提出对航空公司建立航班延误保险理赔机制。

关于航企建立保险理赔机制,一名民航业内人士认为,这是民航局要求航空公司投保——以航空运输企业为主体,向保险公司投保。

“每次延误旅客要求航空公司理赔,这样航空公司经济成本也比较大,赔多少也没有界定,如果相关部门规定死航空公司赔偿价格,对航空公司也是压力。”上述人士认为,这就是为何局方希望以航空公司主体来投保的原因,“这样遇到延误,满足条件,航空公司能够从保险公司拿到赔偿,旅客能从航空公司拿到赔偿。需要提醒的是,这种赔偿和旅客自己购买的航空延误险是不冲突的。举个例子来说,延误了十多个小时,可以从航公公司那里拿三百块钱,同时可以再从保险公司那里拿三百块钱。”
