印度多年来仿制国际制药巨头的专利药。国际医疗救援组织“无国界医生”曾称印度是“发展中国家药房”。该组织在全球60多个国家开展的医疗救援中大多依靠仿制药，在其19个艾滋病治疗项目中，85%的药物是印度仿制药。这些药物质量得到普遍认可，且价格低廉，深受广大患者、特别是发展中国家患者的欢迎。
据与会代表散发的材料介绍，西方跨国制药企业一直试图从印度公司手中夺回抗艾药物的生产权，或通过参股方式参与生产，以垄断抗艾药品的价格达到牟取暴利的目的。而西方跨国药企指责印度等发展中国家的药企生产仿制药是一种“盗版”行为，严重触犯了专利持有公司的利益。
为了表达对西方跨国药企的不满，国际艾滋病协会21日组织了一场请愿活动。请愿书呼吁印度政府“顶住来自美国和其他西方国家的压力”，不要放弃生产艾滋病仿制药的权利，并加强对药物生产的监管，特别是以法律方式加强对药品生产的保护。
请愿书说，一旦西方跨国药企的阴谋得逞，艾滋病药物价格将暴涨，届时全球、特别是发展中国家多数艾滋病患者将无法支付昂贵药价，全球抗艾斗争将严重受阻。在请愿书上签字的除了国际艾滋病协会前任和现任主席外，还有一些国际知名人士和多个民间组织的领导人。
“无国界医生”组织代表蒙哈内伊在请愿活动上说，西方跨国药企凭借其强大的经济和科研实力，开发出具有疗效的抗艾药物。但这些药物价格极其昂贵，发展中国家患者无力支付。一些发展中国家政府不得不举债进口药品并降价出售，然而普通患者仍无力购买减价的进口药品。她指出，印度等发展中国家应从患者利益出发，继续执行“面向穷人”的药品生产政策，不应屈服于西方国家的压力。
南非宪法法院前法官雅各布也呼吁国际社会支持印度等发展中国家，共同反对西方跨国药企的蛮横行径。
第21届世界艾滋病大会18日晚在南非海滨城市德班开幕，为期5天的会议重点讨论如何实现全球在2030年前消灭艾滋病的目标。
