　　外逃10余年后，她终于主动决定回来了。

　　主动放弃庇护申请最快8月离开美国

　　客户端推送的消息来自中新网。中新网援引美国世界日报的消息称：外逃12年、现被移送美国移民及海关执法局(ICE)德州休斯敦移民监狱的杨秀珠当地时间20日正式确认自动放弃自己在美国的“庇护”申请。她的代理律师柯自明21日透露，如果该案撤销进展顺利，预计杨秀珠最快能于8月离美。

　　杨秀珠的这个决定，被形容为“重大转折”。去年9月底，接受世界日报采访时，杨还表示坚决不回国。

　　习奥会时习近平曾第一个点名遣返

　　杨秀珠因位列首位被称作“红通”头号嫌犯，外界对她的关注度也远超一般。

　　去年4月22日，中央纪委官网曾公布国际刑警组织红色通缉令中100名涉嫌犯罪的外逃国家工作人员、重要腐败案件涉案人等人员名单。

　　政知圈（微信ID:wepolitics）曾梳理统计100人名单，除了西藏、青海、宁夏、新疆、陕西、贵州、甘肃等7省份外，其余内地省份均有外逃人员。其中，外逃人员最多的为广东,15人;其次为浙江，8人；北京、河北、江苏各以7人并列第三。

　　1947年出生的杨秀珠，来自浙江。她曾任温州市长助理、温州市副市长，于2003年4月外逃。据温州市纪委2004年的通报，杨秀珠已被查清的涉案金额为2.532亿元。已追回金额4240多万元，冻结7000多万元的资金或房产。已立案查处的涉案人员中，厅级官员2人，处级以上官员11人，科级官员7人，被调查取证的有100多人，并牵涉相关经济案件12起。

　　百人名单公布后，中国纪检监察学院副院长李永忠接受《北京晨报》记者采访透露，此前国家主席习近平在与奥巴马进行会晤时，特别强调了遣返外逃人员，并且第一个点名杨秀珠。李永忠称，“所以红色通缉令发出，杨秀珠很可能第一个被遣返回国，这对更多外逃贪官将产生震慑作用。”

　　弟弟杨进军是美国首个遣返的红通人员

　　杨秀珠此前表示坚决不回国的节点，正是她弟弟杨进军被强制遣返回国不久。杨进军被遣返创造了一个首次——美国首次向中国遣返公开曝光的“百名红通人员”。

　　2015年9月18日上午，刚刚履新国家预防腐败局副局长刘建超出现在福州长乐机场等待一辆包机。包机上的人，是红通令榜上有名的杨进军，一位潜逃美国14年的贪污贿赂犯罪嫌疑人。14年后，终于被美国被强制遣返回国。

　　央视曾有披露。杭州市人民检察院公诉处处长胡根明曾接受央视《法治在线》采访透露，1996年底，杨秀珠当时作为温州市副市长，因为弟弟经商亏本了，召集了规划局副局长，铁路房地产开发公司的总经理高云光，以及会计金建林和林素华。央视画外音称，这个弟弟就是杨进军。

　　政知圈（微信ID:wepolitics）此前辗转联系上杨进军的一位战友，也验证了两人的姐弟关系。战友说杨进军就是杨建军，是杨秀珠的弟弟，二人曾经一起打麻将喝酒。

　　杨秀珠庇护申请案开庭时间不断延期

　　中央纪委发布百名红通人员名单后不久，2015年5月28日，美国移民与海关执法局向政知君的同事证实，浙江外逃女贪官杨秀珠已在美国被拘。

　　政知君的同事提供国际刑警组织网站上红色通缉令名单中杨秀珠资料和照片向Lou Martinez核实，Lou Martinez表示美国移民与海关执法局羁押的杨秀珠与红色通缉令名单中的杨系同一人。 Lou Martinez随后在邮件中回复确认，杨秀珠目前正处于美国羁押之下，其因“违反免签证计划的条款”正在等待被遣返回中国。作为外国的通缉犯，杨秀珠是美国移民与海关执法局执法的重点。

　　3个月后，杨进军被遣返，坊间猜测这是杨秀珠被遣返的前兆。但当时的杨秀珠通过媒体表态，坚决不回国。2015年10月5日，杨秀珠再次现身美国纽约移民法庭，当日庭审内容包括杨秀珠申请政治庇护和反酷刑保护，但法官都没有做出裁决。

　　此后，杨秀珠的“庇护”申请案一直被延期。杨秀珠的代理律师柯自明告诉世界日报，去年10月最后一次开庭审理之后，再开庭的日期从11月推到今年1月、再到5月、再到10月，八个月法庭都还无法判决，因此杨秀珠自己单方面做出了放弃“庇护”申请的决定。

　　放弃庇护后每天三四个电话问归期

　　杨秀珠的庇护申请案判决遥遥无期，此前就有预见。

　　新华社曾援引专家声音指出:纽约移民法院是全美最忙的，在移民多的洛杉矶，移民案件一般会拖到6个月到1年之久，长的甚至会拖到2年。因而，除非杨秀珠和法庭双方达成协议，不然这个案子很可能要拖到1年以上。

　　但杨秀珠已经拖不起了。出逃12年之后的她，已经70岁了。她的律师说：70岁的她健康每况愈下，而其美国的在押监狱已经无法她的医疗需求，再加上案件审理一拖再拖，她的身体等不起。

　　据称，早前杨秀珠一直被关押在ICE设于新州哈德逊郡惩教所内的移民拘押所，极力争取更好的医疗条件、甚至保外就医，但都未果。今年7月初，在求助社工团体并欲状告该监狱后，监狱于7月初突然把杨秀珠转到了休斯敦的移民监狱。但条件并没有变好，甚至鞋坏了想要换双新鞋，监狱都以没有小号码鞋为由不能满足。最终是律师会面时带给她一双新鞋。

　　律师已提交取消“庇护”申请的相关文件，目前有待移民法庭批准，这通常需要一至四周。柯自明称，如果进展顺利，杨秀珠下月即可订机票回到中国。

　　“她这几天平均每天给我打三、四个电话，反复问‘我什么时候可以回去"。
