一、七里河洪水是不是泄洪造成的？
这次洪水是遭遇 “96.8”后最大洪水。七里河上游仅有一座不可调控的东川口小型水库，就没有节制闸，不存在人为调度泄洪问题，朱庄水库下泄洪水流入大沙河，不流入七里河。流入七里河的洪水有两路，一路来自东川口水库溢流，另一路来自西部山区汇入南水北调西侧排水沟。7月19日凌晨3时到20日零点，两个区域降水量均超过360毫米，占全年降水量的6成，造成东川口水库水位暴涨，两路雨水同时流入七里河，在107国道形成大洪水，防不胜防。由于七里河在大贤桥迅速变窄，造成了洪水漫过河堤决口，使开发区的村庄进水。综上所述，开发区受灾属自然原因，非人为泄洪所致。
二、关于防汛预警预报问题

四、灾情发生后的主要工作做了什么？
洪水发生后，邢台市第一时间启动抗洪抢险救灾系统，全力以赴抢险救人。驻地部队立即驰援开发区，安排了28艘冲锋舟、280余名官兵，组织当地干部群众1200人，对出现险情的堤坝进行抢护，转移被困群众。目前，开发区派出15个工作小组，对12个进水村庄逐户查勘灾情，灾区的防疫工作已经全面展开，慰问安抚灾民，统计受灾情况，正在紧张有序进行之中。对所有转移人员进行了妥善安置，做到有水喝、有饭吃、有病看、有衣穿、有房住，对每个因灾死亡的家属实现“四包一”（县、乡镇、村干部及心理医生）。
