湖南：医疗垃圾流入“黑作坊” 处置监管漏洞大
新华社长沙7月23日专电（记者帅才、刘良恒）近期，湖南省基层执法部门查处了一些非法回收加工医疗垃圾（含医疗废物）案件，湖南长沙、湘潭、益阳以及湖北襄阳多家公立医院和血站的医疗垃圾流向城郊接合部和农村地区的“黑作坊”。
　　据岳阳汨罗市环保局应急中心主任徐树立介绍，2016年4月7日，汨罗市环保部门在古培镇一村民仇某家中查获50多吨医疗废物。仇某和几位工作人员未戴口罩，只戴手套对医疗废物进行分拣、粉碎，作坊内医疗废物堆积如山，输液袋渗出的药液在地面随意流淌，生产废水一部分经雨水沟直接外排。执法人员立即要求仇某暂停加工医疗废物，保护现场、搜集证据并通知中国公安部门立案调查。
　　据执法人员介绍，根据我国医疗废物管理条例等相关规定，执法人员对涉事人员进行了询问，制作调查笔录、现场勘察笔录，下达查封、扣押决定书。查封了加工生产机械设备，扣押已加工成颗粒料子20多吨，尚未加工医疗废物30多吨。经查，这些医疗废物分别来自湖南的益阳、衡阳、株洲以及湖北的襄阳、远安等市县的医疗机构。
　　据涉案人员交代，这些零星收购的医疗废物，经过初步人工分拣、清洗、粉碎等工序加工成半成品，再出售给其他塑料加工厂牟利，制作塑料餐具和杯子。
　　另据调查，一些自建作坊加工医疗废物，未经过任何消毒处理，直接制成塑料制品的话，对人体危害较大。
　　湖南省人大环资委监督处处长刘帅等人建议，卫生、环保、公安应加强联动，开展多种形式的联合执法活动，形成相互支持、齐抓共管的监管局面。
