云南网讯（记者 赵岗 通讯员 海世梅）近日，在中国公安部禁毒局的协调、指挥下，由云南省公安厅禁毒局、刑侦总队、昭通市公安局联合组成的专案组成功破获一起非法运输、制造制毒物品案件。其中，云南昭通抓捕组抓获犯罪嫌疑人10余人，在一废弃肥料厂内缴获麻黄碱可疑物1.36吨、疑似液体状半成品麻黄碱94桶、盐酸77件、涉案车辆2辆及制毒设备一批。此案系云南省有史以来一案缴获非法运输、制造制毒物品麻黄碱数量最多的案件。
线索：嫌疑货车驶向昭通
7月5日，云南省公安厅接到线索：一辆涉嫌运输溴代苯丙酮的货车从福建厦门出发，极有可能途经江西，湖南，贵州遵义、毕节、威宁，驶往昭通。接到线索后，昭通市公安局按照云南省公安厅的部署要求，立即将此案立为非法运输制造制毒物品案件进行侦查，于当天傍晚派2个工作组前往贵州毕节、威宁开展工作，云南省公安厅派员赴昭通指挥协调案侦工作。
当晚，在贵州警方的支持、配合下，前往贵州工作的民警得到消息：可疑货车从福建出发，途径江西，已离开湖南。“嫌疑货车的行车路线与此前接到的通报吻合，货车有极大可能将通过毕节、威宁，然后进入昭通。”专案民警随即加紧对嫌疑车辆的追踪排查。
7月6日中午，专案民警在毕节通往威宁方向的高速路上锁定嫌疑货车，并在与嫌疑货车相距半小时车程的前方发现一辆同是福建号牌的微型车。专案民警判断，两车中，微型车负责在前探路，货车负责在后运输，立即对两车开展严密监控。
为摸清嫌疑车辆的最终落脚点，7月6日晚，专案组又派出3个工作组前往贵州开展工作。尽管当天一直在下雨，专案民警还是克服了重重困难，实时掌握了嫌疑车辆的行驶动态。23时许，探路车和嫌疑货车从威宁先后驶入昭通市昭阳区守望乡。民警发现，两车在守望乡往昭阳城区再走2公里的渝昆高速昭通甘河段高架桥下接头后，探路车返回了城里，而嫌疑货车则开进了村子。
“他们的窝点有可能就在村子里。”为查清窝点位置，专案民警继续跟进排查。然而，为防止暴露，民警不敢靠货车太近，而狡猾的犯罪嫌疑人事先便将货车尾灯破坏，加之村子里路口众多，漆黑又下雨的环境里，嫌疑车辆脱离了警方的视线。专案民警随即加紧对村子周边的搜索。2个小时后，嫌疑货车再次出现，向村外驶去。“他们应该是卸完货，准备离开了。”民警推测。
随后，专案民警兵分两组，一组负责跟进嫌疑货车，一组则沿着货车的轮胎痕迹在村里寻找货车的卸货地。最终，一组民警掌握到，卸了货的嫌疑货车返回了威宁，一组民警则找到了货车的卸货地——昭阳区守望乡的一废弃肥料厂。
侦查：蹲点摸排，锁定窝点
“这里有可能就是他们制造麻黄碱的场所。”专案民警说。为了印证他们的推测，2个专案民警决定在天亮时潜进厂房。
7月7日天一亮，在厂房外围观察了解后，民警最终在进入厂房的左侧围墙上发现一个缺口，并从这一缺口潜进了厂区。厂区内堆放着一部分化工原料的包装等物品，至此，专案组初步掌握了厂区内的情况，并基本可以确定，这里便是麻黄碱的制造场所。
但厂区到底有多少人，有多少原料，嫌疑人是否持有武器，这些都不得而知。为了不打草惊蛇，专案组研判后，指派了3个小组在距离工厂200多米的山林里进行24小时固定蹲守，随时监控厂区情况，同时指派了4个外围侦查组在厂区外进行隐蔽侦查。
7月，正值雨季，白天烈日，晚上暴雨。山上的树林里，到处都是蚊虫，蛇也时常出没。专案民警们毫无怨言，克服种种困难，紧盯着厂区里的一举一动。“隐蔽侦查最重要的是在不暴露的提前下进行侦查。”固定蹲守组的民警说，晚上不能打手电，不能抽烟，不能打瞌睡，实在熬不住了，就靠吃辣椒面或抹风油精来醒瞌睡。好在民警的辛苦付出是有收获的。在连续几天的蹲守中，民警发现，厂区内的犯罪嫌疑人几乎每天都在增加，直到7月12日，厂区内的嫌疑人已达到10余名，并有了不同往常的举动。“不停地有人进出厂区中间的生产车间，有的拉着梯子，有的在搬运设备。”蹲守民警立即将情况向专案组作了汇报。
7月13日，侦查工作再次取得进展。上午10时许，隐蔽蹲守的民警发现，厂区一男子手提白色袋子似要外出。在进一步的侦查中，外围侦查组的民警掌握到，此男子并非和其余嫌疑人一样吃住在厂区，而是租住在守望乡的一出租房里，厂区内所有需要与外界对接的事务均由他来负责，当天男子从厂区提出来的东西是坏了的油抽，他外出的目的便是到附近的商店购买新的油抽。外围侦查组将侦查到的情况上报专案组。
通过云南省公安厅委派的专业技术人员的鉴定，专案组很快发现了端倪，“这是一种用于制造麻黄碱的设备。”专案组认为抓捕时机已经成熟。当晚，专案组召开会议，确定7月16日凌晨5时30分为收网时间，并部署安排了现场抓捕方案。
行动：缴获麻黄碱可疑物1.36吨
方案确定后，为确保行动当天每个行动小组都能顺利进入现场，7月13日晚，专案组又派出一组民警再次潜入厂区进行侦查。
这次潜入民警发现，原本通过外围侦查确定的两个突破口，其中一个因积水深、杂草多，几乎无法突击进入。7月14日上午10点，专案组及时调整方案，将原定的从厂房左右两侧围墙突击进入调整为从厂房左侧围墙的一个缺口进入。
7月16日凌晨5时30分，经云南省公安厅领导批准，由昭通市公安局刑侦、禁毒、特警等部门160余名民警组成抓捕组，同时对在云南昭通昭阳、福建、河南三地的犯罪嫌疑人实施抓捕。
整个厂区外围被分成3个大组9个小组的民警严密布控，而负责突击进入厂区的32名警力在翻墙进入后，迅速分成3组，一组前往厂区生产车间，一组前往生活区，一组负责厂区内的机动搜索。在确定生产车间没人后，亮着灯的生活区成了搜捕的重点区域，3个小组迅速调整警力，生产车间组迅速增派7名警力支援生活区。
当生活区每个房间门外的警力布控到位后，随着一声哨响，专案民警踢门而入，当场抓获了10余名犯罪嫌疑人，并在厂区的生产车间缴获麻黄碱可疑物1.36吨、疑似液体状半成品麻黄碱94桶、盐酸77件、涉案车辆2辆及制毒设备一批。
据云南省公安厅禁毒局相关技术人员介绍，麻黄碱的生产、加工、购买和运输都需要审批和许可，因为它可以被用来制造冰毒，1吨麻黄碱可制造0.7吨左右的冰毒。
经查，此案系犯罪嫌疑人赖某某和曹某某在福建购买易制毒化学品，然后运输到云南省昭通市昭阳区，并伙同福建长汀籍刘某某、钟某某等人在昭通市昭阳区一废弃肥料厂内非法生产麻黄碱，伺机运往境外制造毒品。
此案系云南省有史以来一案缴获非法运输、制造制毒物品麻黄碱数量最多的案件。目前，案件正在进一步侦办中。
