  近些日,武汉市多次发布高温红色预警,城区最高温达40℃。根据湖北省有关规定,劳动者在高温天气(日最高气温达35℃以上)露天作业以及不能采取有效措施将工作场所温度降低到33℃以下的,用人单位应向劳动者支付高温津贴,标准为12元/天。不过,楚天都市报记者走访发现,部分企业在发放“高温补贴”时打了折扣。


  有的发实物,绿豆和可乐当津贴


  田小姐是武昌一家广告设计公司的员工,上周发工资时,多发了一样东西:15包绿豆,每包重400克左右。公司的解释是,这是发给大家的“高温补贴”。


  田小姐去超市看过,同类型包装的绿豆,一般是4元一包。这么算下来,每人领到的“高温补贴”大概是60元。不过,因为她在公司主要从事设计工作,出门不多,也没有觉得特别“受伤”。倒是几个业务员,每天顶着太阳去拉业务,也只发这么点绿豆,心里有点不好受。


  相比田小姐,汉口一家私企员工周先生领到的“高温补贴”更奇葩,每天一瓶2.5元钱的可乐,“就连补充每天上班路上流的汗水都不够”。周先生说,同事们对这么抠门的“高温补贴”都有意见,但是没人真为了一个月这几十块钱的“津贴”去得罪老板。“虽说我们也知道可以去劳动监察部门投诉,但投诉后可能就没法再在这里上班了。”因此,员工们大都选择了默默接受。


  有的“发时间”,提前下班抵津贴


  相比用实物抵扣的,还有单位的办法就更“另类”,武昌一家文体用品公司就采取了提前下班的办法。


  该公司员工吕先生说,从上周开始,每天的下班时间从原来的下午6点提前到了5点。这提前下班的一个小时,就成了员工们的“高温津贴”。老板是这么解释的:提前下班使得每个人的工作时间缩短了一个小时,而工资没有降低,那么这1个小时就相当于是发了“高温津贴”。


  记者走访中发现,还有一些劳动者,则根本没领到任何高温津贴,就连“抵扣”的都没有,比如外卖送餐员。记者随机采访了光谷片区的几位外卖送餐员,只有一位说公司承诺将在发7月的工资时,补上高温津贴。其他几位送餐员都表示,签合同时没有看到有高温津贴的条款,而且也确实没拿到过。


  劳动部门表态,不得以物品抵扣高温津贴


  高温津贴可以是实物抵扣甚至时间抵扣吗?


  据省劳动监察部门负责人介绍,我省对高温津贴的发放有明确要求,标准为12元/天,执行时间为6、7、8、9月四个月,可以与工资一起发放,但不得以饮料、防暑降温药品等抵扣。如果因为高温原因停止工作或需要缩短户外工作时间的,不得以此为理由降低劳动者工资。


  这些所谓的拿实物抵扣、拿工作时间抵扣,都是违反相关法规的,劳动者可以拨打电话12333进行投诉举报,维护自己的合法权益。
