　　8月1日13时45分左右，我在前往同济大学设计创意学院的路上迎面遇见了他。67岁的陈德铭穿着白衬衫、灰西裤，脚上踩着一双白底跑鞋，正和五六个人一起“轧马路”，其中有上海市台办的官员，也有同济大学的副校长。彰武路上行人来来往往，我猜想关心台海局势的人应该不少，但没有人注意到，那位负责大陆对台非官方交流的海协会掌门人，就从他们身边走过。

　　陈德铭这次来同济大学，是参加海峡两岸首届青年创客大赛颁奖仪式暨闭幕式的，而闻讯前来的两岸媒体早已在大厅门前等他，希望从他口中听到更多大陆对台信息。

　　“从‘5·20’到现在，蔡英文的表态让我不太满意”，陈德铭直言，“她也许有半步进步，但大前提是我们能不能维持现状。因为我原来接触的现状是，承认‘一中’、承认‘九二’，那现在的现状是不是跟以前有点不同了？ ”

　　在回应有关大陆海协会与台湾海基会交流停摆时，陈德铭表示，“我的传真机是开着的，这次火烧大连游客，我们立即作出反应”，但他也明确，两会之间的高层、正式的谈判性接触停下了。

　　陈德铭还为他未来交往对象作了一番评估，“(候选人要问)，当局要我出来会给我什么授权，让我怎么能够和大陆海协会交往。他(候选人)也知道大陆的底线，如果不承认‘一中’就不能交往”。

　　陈德铭回应了台湾记者关于蔡英文在接受《华盛顿邮报》采访时所提的“尊重台湾民意说”，“我背后也有13亿人民，我也要对大家负责。”

　　显然，比起回答这些严肃的政治问题，陈德铭更喜欢来同济的主要目的——参观青年创客比赛。用他自己的话说，“我小时候也是一个创客”。出生在上海，至今能说一口流利上海话的陈德铭，儿时参加上海市少年宫无线电小组，后来成为电视机小组的组长，做过一台用电子管拼出来的收音机。

　　他向台湾学生介绍了自己“青葱岁月”，“文化大革命的时候，我下乡到了江西的崇山峻岭中。我没有买收音机，而是在上海买了一个一个的晶体管零件，在那里(江西)焊起一个8管3波段的收音机，我甚至能够收听到VOA”。

　　苏州是台资在大陆的重要集聚地，在那里有众多台湾代加工企业。因此，长期在苏州工作的陈德铭十几年前就开始与台湾企业家打交道，他把两岸的经济发展之路做了比较，“在李国鼎先生的思想下，台湾经济从代工做起来一直到现在，而大陆经济的类似路线就是‘三来一补’，利用国际品牌，利用我们劳动力的廉价成本”。

　　陈德铭并不同意代工已经退出历史舞台。他认为，代工业也要有一个升级的过程，“从代加工到代设计、代营销。从加工工业走向设计，只有这样才能在全球竞争中有我们一席之地”。

　　谈到全球竞争，又联系到他曾经担任的另一个职务中国商务部部长。从言谈中可以看出，他是全球化的支持者，“拿全球贸易占全球GDP的比重来计算(全球化)，去年已经超过了33%。从地缘政治的角度讲，民粹思想、去全球化、极端的非传统安全问题出现，让人怀疑全球化是不是人类历史上短暂的过程，但一些人坚信全球化还要走下去。”

　　陈德铭相信，下一步是世界经济在融合中发展，是在共同的合作中前进。用关门搞研发的方式是要失败的，共同融合，才能成功。

　　这又回到了他海协会会长的身份上来，“两岸没有文化的隔阂，我相信前途会很棒。年轻人之间如果能这样经常交流，参加活动，会非常好。(台湾青年在大陆学习工作)，如果在政策和规制上还需要我们进一步开放的，我非常愿意做”。他为这次创客活动题词，“两岸一家，共创共赢”。而用之前台湾人士的话说，就是两岸可以加强合作，优势互补，共同提升竞争力，“一起赚世界的钱”。

　　不过，有台湾青年认为大陆的工资还比较低，陈德铭并没有否认，“但人生的意义不在于当前一点点微小的收入差别，在你阅尽了整个地球以后，会有很多升华的东西”。作为前中国商务部部长，陈德铭长期在国内外穿梭，他有资格说这样的话。

　　陈德铭举了个例子。最近他和台湾企业家到西部考察，沿着“一带一路”看当地的发展变化。当看到大陆的高速铁路、陆路交通可以直达波兰、德国的各个港口时，台湾企业家非常震撼，“那时，我深情地对随行的台湾年轻记者讲，你们回去告诉在台湾的青年朋友，这么一大片地方是属于你们的，你们不要放弃了，太可惜了，我们应该共同来建设、共同来维护”。

　　颁奖仪式结束后，陈德铭和本次活动最年轻的创客聊了起来。这位小陈同学是台湾高雄人，今年14岁上初二，他的参赛作品是“蓝牙遥控插座和门锁控制系统”。陈德铭弯下腰问小朋友是否从高雄直飞上海、台湾中学物理教到哪一部分、能否受得了这里的高温，最后他和小朋友约定，“你明年还要来参赛，你来我也一定来”。
