刘永东认为,要想实现电动汽车、充电桩、运营商三方的“互联互通”,目前有三方面问题需要解决。“第一是车桩兼容问题,不同的车不同的桩在理解标准上存在差异,这就带来接入性的问题,车就充不了电。自2015年12月《电动汽车传导充电系统第1部分:通用要求》(以下简称新国标)出台后,新老国标交替带来一系列车桩匹配难问题,各企业要按照‘新国标’一个标准去生产、制造和销售,完善充电标准的认证和检测制度;第二是信息兼容问题,目前市面上关于充电桩的APP众多,‘鱼龙混杂’‘各自为战’,服务质量参差不齐,不但没有为用户提供方便,反而还带来了困扰;第三是交易不便的问题,目前,充电桩运营商的结算方式也是‘各有一套’,为车主的消费带来不便。”

由此来看,统一标准才是实现电动汽车、充电桩、运营商三方“互联互通”的保障。据了解,北京、上海、深圳已展开标准试点工作,该工作将于8月底完成,而信息交换标准将于9月份出台,同时向社会正式公布。

刘永东对记者表示,新国标将于2017年1月1日后开始实行。“各运营商如果按照这套规则进行,应该说互联互通问题会在一定程度上得到解决”。

公共充电桩的属性是“补电”

事实上,除“车桩”标准不统一外,无车位以及物业不配套也是导致充电难的另一重要原因。

以北京市为例,截至2016年1月,北京已有2108个小区配建了新能源小客车自用充电设施,配建小区数量仅占全市小区总数四成。

“如果物业不配合,政府或者供电局想要介入有一定困难,政府很难强求物业,而供电局也只能管到小区‘围墙’外,‘围墙’内的事还归物业管理;不过物业担心的问题,我们现在正在着手解决,比如充电安全问题、消防问题、施工安装问题等,这些都包含在我们现在修订的‘充电桩新国标’当中,同时,随着激励机制的日趋完善,物业公司也会在很大程度上改变‘多一事不如少一事’的消极心态。”刘永东在接受《每日经济新闻》记者采访时表示。

据了解,国家能源局在《电动汽车充电基础设施建设规划》草案中提出,到2020年,国内充换电站数量将达到1.2万个,充电桩达到450万个;电动汽车与充电设施的比例接近标配的1:1。

对此,刘永东表示,“实际上,我们设计的充电路线是让更多的人能够在家里、办公场所充电,而不用到公共充电桩充电,因为公共充电桩的职能更多的是对车辆进行‘补电’,而非‘充电’。”
