Six is the consumption of hard and soft conditions continue to improve. Through the implementation of import and export food producing enterprises with export products "with the line marked with the same quality" project, promoting exports and domestic sales of products manufactured in the same production line according to the same standards and the same level of quality. Promote the development of transport and logistics integration, support the city centre traffic station enhance the distribution function. The next step, China will follow the upgrade consumer trends, continued to increase income while raising the consumption capacity of residents, from both ends of the supply and demand of power, further tap and release potential. Key do the following:


One is continuing to increase effective supply of consumer goods.   原标题:上半年居民消费较快增长 基础性作用持续增强


  今年以来,中国着力推进供给侧结构性改革,努力提高产品和服务供给质量和效率,实施促进消费带动转型升级的“十大扩消费行动”,努力在更高层次上推动消费供需矛盾的解决,为经济社会发展增添新动力。上半年,居民消费稳定增长,消费升级势能持续释放,呈现颇多亮点。


  一是消费增速保持平稳。上半年,社会消费品零售总额实现156138亿元,同比增长10.3%,增速与去年同期基本持平。在投资增速回落、出口低迷的情况下,消费需求对经济增长的带动作用进一步凸显,最终消费支出贡献率达73.4%,同比提高13.2个百分点。


  二是消费结构进一步升级。上半年,全国居民人均消费支出为8211元,同比增长8.8%。分领域看,食品、衣着、生活用品等基本消费平稳增长,发展享受型服务消费增速明显较快,占比继续提高,其中教育文化娱乐、医疗保健支出分别增长12.9%和13.2%,占比分别达到9.6%和7.8%,均比上年同期提高0.3个百分点。


  三是住行消费稳定增长。采取用好住房公积金、释放农民工市民化住房需求、调整恢复房贷首付比例以及住房交易环节税费等措施,上半年全国商品房销售面积和销售额分别增长27.9%和42.1%。通过放宽皮卡进城限制、便利二手车交易、加快停车场建设、鼓励发展新能源汽车等措施,上半年汽车销量增长8.1%,增速同比提高6.7个百分点,其中运动型多用途乘用车(SUV)和新能源汽车销量分别增长44.3%和126.9%。


  四是服务消费持续旺盛。全域旅游示范区建设加速推进,乡村旅游、红色旅游、通用航空等个性化、体验化旅游持续升温,上半年国内旅游人数22.4亿人次,增长10.5%,国内旅游收入达到1.9万亿元,增长13.7%。受宽带提速降费等政策带动,信息消费规模持续扩大,前5个月移动数据流量增长124.7%。各级文化文物单位积极开发文化创意产品,文化娱乐市场快速发展,上半年全国电影票房收入达246亿元,增长21%。体育经济“跑步”前进,全民健身计划深入实施,马拉松等群众体育赛事活动逐步兴起。大力促进绿色消费,引导居民践行绿色生活方式和消费模式,绿色产品和服务的供给和消费持续增加。


  五是线上线下消费加速融合。移动支付、远程教育、网络租车等快速发展,分享经济规模不断扩大,网络消费在过去两年高增长的基础上继续保持较快增长。上半年,全国网上零售额为22367亿元,同比增长28.2%,其中实物商品网上零售额增长26.6%,占社会消费品零售总额的比重为11.6%,较去年全年提高0.8个百分点。


  六是消费软硬条件不断改善。通过实施进出口食品生产企业内外销产品“同线同标同质”工程,推动出口产品和内销产品在同一生产线按相同标准生产并达到相同质量水平。推动交通物流融合发展,支持城市中心交通场站增强城市配送功能。依托全国信用信息共享平台和12358价格监管平台,加大对失信行为和价格违法行为的惩戒力度,消费市场环境得到进一步改善。


  下一步,中国将顺应居民消费升级趋势,在继续增加居民收入提升消费能力的同时,从供需两端发力,进一步挖掘和释放消费潜力。重点做好以下工作:


  一是持续增加消费品有效供给。着力提高供给体系质量和效率,继续推进“十大扩消费行动”,激发企业不断提升产品质量和培育品牌的内生动力,多渠道增加产品和服务有效供给。


  二是加快推进消费重点领域制度创新。着力破除阻碍消费升级和产业升级的体制机制障碍,维护全国统一市场和各类市场主体公平竞争,加快推进文化、体育、养老、教育等事业单位改革。


  三是全面改善优化消费环境。加快建立智慧家庭等新兴信息消费的标准体系,加大全国信用信息共享平台信息归集和联合惩戒力度,进一步扩大“同线同标同质”工程实施范围。
