  今年5月,宋有洲在接受新华网采访时表示,“巴铁1号”能够装载1400名乘客,相当于40辆公交车的运力,将大大节省路面空间。


  7月初,白志明在接受《第一财经日报》采访时表示,对于交通网络已经较为成熟的一线城市,巴铁的市场空间可能不是很大。但对于一些二三线正在进行道路规划建设、缓解交通拥堵的城市来说,目前是“将巴铁纳入智慧城市规划的最佳时机”,而巴铁打的也恰恰是“缓堵、高效、环保、便捷”的招牌。


  据公开报道,今年5月8日,巴铁模型在第19届中国北京科技产业博览会上亮相。两个月后的7月初,全球第一辆巴铁模型试验车“巴铁1号”,在江苏省常州市今创集团下线。


  本次测试,“巴铁1号”行驶了300米,另外还对刹车距离、摩擦系数、耗电等进行了测试,检验车和路、人和车的关系。

  美国《大西洋月刊》“城市实验室”网站报道称,“巴铁”的设想其实并不新鲜。早在1969年,美国两位设计师克莱格· 霍格茨(Craig Hodgetts)和李斯特· 沃克(Lester Walker)有过在纽约打造“空中巴士”的想法,甚至提出打造从纽约到波士顿的“空中巴士”线路,思路和巴铁类似,时速可达200公里/小时。

  专家:创新要遵循基本科学原理

  杨涛告诉澎湃新闻记者,按照巴铁的车身高度和乘客空间高测算,下层小汽车的通行高度只有2.2米,只满足速度5公里以下的车库高度要求。在50~60公里设计时速下,2.2米净空高度,没有哪个小车驾驶员敢开车行驶。


  杨涛认为,巴铁的车辆结构安全稳定也是个问题。假定巴铁车辆仅按600人载员计算,载员重量就高达35~37吨,加上车体自重估计接近40吨。


  这40吨的宽体巴铁车厢其重心距离地面高度达3米左右。而仅靠两侧很薄的车体钢壳支撑,在30公里以上车速行驶中动载冲击下,几乎无法保证其车辆结构的安全稳定。


  杨涛还提出,巴铁很难在已经存在立交桥、人行过街天桥以及有许多几十甚至上百年行道树的城市道路上推广使用。如果大量拆迁,又将破坏城市历史、景观和文脉。


  在杨涛看来,公众的发明创新愿望和激情应该鼓励和保护。但是,发明创新都需要遵循最基本的科学原理,不能一蹴而就,更不能脱离实际。


  著有《高铁见闻录》的“高铁见闻”则认为,巴铁本身不是一个技术含量很高的东西,决定巴铁是玩具还是实用发明的关键,在于是否能够创造经济效益。如果只是建设一条笔直的观光展示线,只要有人出钱,这件事一定能成,但这样也就偏离了它解决交通拥堵的初衷。而如果要实现大规模的应用,巴铁要解决的问题还是很多的。


  8月3日,宋有洲在接受封面新闻专访时表示,秦皇岛的试运行并不涉及到一些核心技术,巴铁项目正式投入运营最快也要1年到1年半以后。


  对于此次路面测试的情况,宋有洲说他当时就在现场,“肯定没问题了,跑起来了,肯定没问题。”宋有洲不再回应其他问题,并称本次测试其实并不准备报道。


  巴铁项目涉嫌非法集资?

  8月2日,巴铁1号试验车在进行路面测试。


  抛开技术争议,巴铁背后的动机也令人生疑。


  《环球时报》8月3日在官方社交媒体账号上发文,直指巴铁项目“极有可能”是下一个类似“e租宝”的非法集资产物。


  主要原因在于,巴铁背后的公司是华赢凯来投资有限公司。


  据该公司官网,该公司依托互联网金融平台,“与业内几十家银行、保险、证券、基金等金融机构合作,是中国领先的财富管理平台”。


  全国企业信用信息公示系统显示,华赢凯来投资有限公司注册地点和巴铁公司在北京市东城区同一幢楼内,只是楼层不同。法定代表人为白丹青,也就是巴铁公司两位股东之一。


  另据《每日经济新闻》,今年5月,华赢凯来旗下的基金公司已经在销售和巴铁相关的项目基金,认购金额100万起,年化收益12%。


  当时,华赢凯来客服表示,华赢凯来所有理财项目都是和政府合作的项目,相关担保方为中国建设企业联合集团。公开资料显示,中国建设企业联合集团有限公司北京代表处负责人也是白丹青,注册地点和巴铁公司、华赢凯来在同一幢楼内。


  白丹青是谁?澎湃新闻从香港《凤凰周刊》2015年底的一篇报道中看到,白丹青就是白志明。


  该年,北京世农科技发展有限公司向黑龙江不少农民免费发放了号称产量高的稻种,并承诺“承担低产部分的补偿”。但最终,稻田大量减产甚至颗粒无收。报道中提到,北京世农科技发展有限公司的法人代表为白丹青,又名白志明。公开资料显示,世农公司的法人股东正是华赢集团有限公司。


  也就是说,白志明独揽华赢集团、巴铁公司等,甚至,理财项目的担保方实质上也是他本人,而非第三方。


  针对种种“圈钱”质疑,8月4日,澎湃新闻记者多次联系巴铁公司企划部万姓负责人,但始终未获回应。


  另据《每日经济新闻》曝出,今年6月,华赢集团的关联方中国建设企业联合会正为巴铁项目的后续工程招募施工方,但是首先得加盟成为中国建设企业联合会的会员,需支付300万到800万元不等的加盟费。该说法随后被巴铁项目企划部负责人否认。

  8月2日,即将启动路面测试的巴铁1号试验车吸引了众多市民围观。


  8月2日,“巴铁1号”施工方、常州今创集团宣传部王姓负责人表示,他们并没有交纳所谓的会费。


  王姓负责人告诉澎湃新闻记者,当时,是巴铁公司主动找到了今创集团要求合作。据今创集团官网介绍,该企业主要生产地铁、动车组等车辆的零部件,2015年产销额破百亿大关。


  澎湃新闻试图了解车辆生产细节和科技含量,被婉拒。王姓负责人对澎湃新闻记者表示,他们和巴铁公司签订了保密协议,今创不会接受任何采访,也不会透露任何车辆生产的造价、生产周期等细节。


  “订单来了,我们就按照订单做,就这么简单”,上述王姓负责人对澎湃新闻称,今创集团作为巴铁的生产方,至今没有主动吭过一声。


  澎湃新闻记者注意到,抛开技术秘密不谈,今创集团对他们完成这个“全球第一单”、一个看上去很“常州智造”的行为,的确没有任何主动宣传。
