据悉，佳木斯市警方3月8日接到群众举报称，桦川县个别村屯有人在向村民兜售韩国爱喜牌香烟，价格5至7元不等，均低于市场价，走私的可能性极大。为此，佳木斯市警方成立专案组，立即开展侦破工作，很快锁定并抓获了犯罪嫌疑人张某信。张某信交待，他通过网络以每条37元的价格购进爱喜牌走私香烟，再以每盒5至7元不等的价格卖给桦川县多个村屯的农民，一年多来已经非法获利数万元。经进一步工作，张某信配合警方再一次向其上线广东陆丰人何某准进行网上订货。经过严密部署，专案组奔赴广东，并于4月27日顺利将进行网络走私的犯罪嫌疑人何某准、柯某林、许某南抓获。三人供述，其在网络上销售的走私香烟从同乡李某处购得，只在进行过伪装的某宝店铺经营，并通过快递发货，销售手段极其隐蔽。随后，专案组又经过大量调查，终于抓获了何某准三人的上线——陆丰人李某，并在其两个仓库内当场查获假冒及走私香烟24838条，涉案金额高达360余万元。
经审讯得知，李某于2016年初开始在广东陆丰某市场内进行假冒及走私香烟的贩卖活动，涉及爱喜、中华、玉溪等品牌115个，其中中国国产品牌均为假冒香烟，国外品牌均为走私香烟。狡猾的李某仅接受熟人订货，在主仓库附近另外租用一间小库房存放少量香烟用于伪装。其销售网络遍布黑龙江、辽宁、吉林、北京、福建、江苏5省市，至案发前短短两个月，李某就已非法获利百万，日销售额高达二三十万元。鉴于案情重大，佳木斯市公安局将此案上报黑龙江省公安厅。
黑龙江省公安厅随后指派经保总队相关责任人到中国公安部治安管理局和国家烟草专卖局进行专案汇报，并责成专案组分别赶往佳木斯、牡丹江、大庆等地，将其下线——黑龙江省涉案的犯罪嫌疑人苗某、尹某伟、刘某、彭某祥一一抓获。9名犯罪嫌疑人对其犯罪事实供认不讳，目前，案件也正在进一步审理中。
