　　胡学凡的前任，是江山。江山曾在2005年至2009年担任安徽省旅游局局长，胡学凡落马后他也很快“出了事”。

　　目前江山一案已开庭审理，检方指控其利用职权违规审批，多次在土地出让金返还、项目开发建设、风景区等级申报、旅游发展资金拨付等方面为他人谋取利益，受贿折合人民币433万余元。

　　不得不说，这两位旅游局局长的人生“惊人的相似”。

　　根据检方指控，在1999年到2013年的14年间，江山充分利用他担任过的各类职务，包括黄山市黄山区委书记、区长，安徽省旅游局局长，滁州市市长、滁州市委书记等。在调任滁州市代市长、兼任滁州市琅琊山旅游区建设指挥部指挥长期间，还曾违规决定将原经安徽省政府批准的“琅琊山大生态新农村实验区”的“独立选址”项目用地转让。

　　今年4月，杭州西湖区风景旅游局原局长章洪根落马，5月被移送司法机关。西湖区是著名的旅游区，辖区内有西湖、西溪湿地两个国家5A级景区，还有西山国家森林公园、西泠印社、之江国家旅游度假区、宋城等知名景区景点。

　　利用红色旅游项目主动索贿

　　还有旅游官员将手伸向了红色景区，比如江西省乐平市旅游局原局长潘金华。

　　这位去年10月被调查的旅游局局长曾忏悔说，红色旅游项目资金多由上级部门拨付，当地领导一般很少过问；和红色沾了边，出于对革命先烈的景仰，一般人很难将这庄严神圣的领域和贪腐挂钩，纪检监察机关也不会把“火”烧到此处，财政审计部门大都不会重点监管，而是一路绿灯放行。旅游局和项目部的其他人员，难以对自己这个一把手形成监管，在这样一个“我的地盘我做主”的空间里，做些手脚外人根本不会察觉。

潘金华的忏悔信

　　正因如此，他利用方志敏烈士故居、红十军建军旧址等红色旅游项目，主动索贿8.6万元。大概正是凭借上述“迷之自信”，才让潘金华一次次放弃自我救赎的机会吧。

　　公开报道显示，当年9月中旬，乐平市曾要求各单位领导干部对违规插手工程建设领域问题进行自查自纠，并明确凡在9月底自动退出的，给予宽大处理。但潘金华无动于衷。

　　说起来，潘金华对建设风景区真的很有一套，2002年他开始担任旅游局局长，当时雄心勃勃，很快即建成几个国家4A级景区。

　　“青岛大虾”后被查的旅游局局长

　　当然，也有一些人犯的事儿并非在旅游局局长任上。

　　譬如今年4月接受调查的西湖区风景旅游局党组书记、局长章洪根，官方消息称，“初步查明，章洪根在担任西湖区转塘镇副镇长，转塘街道办事处主任、党工委书记期间，利用负责管理转塘街道（镇）征地拆迁及安置补偿的职务便利，非法收受相关人员所送的‘好处费’，共计人民币140余万元”。

　　在旅游局局长任上深耕多年最终被查的人有之，甫一上任便落马的旅游局局长也不少见。譬如任职一年零三个月便被查的青岛市市北区原旅游局局长司文 （县处级正职），值得一提的是，他就任市北区旅游局局长半年多时，其所辖区域某烧烤店发生了“青岛大虾”事件。
