深圳新建地下排水管道多是豆腐渣工程？官方澄清
中新网深圳8月4日电 (记者 郑小红)针对近日有香港媒体报道称“深圳新建地下排水管道三分之二是豆腐渣工程”，深圳市水务局技术处处长梁毅4日接受记者采访时表示，媒体对此存在误解。深圳市水务局局长王立新则表示，“绝不放任何问题工程过关”。
据梁毅介绍，为确保污水管网的建设质量，2014年深圳市水务局要求全市各排水管网建设单位，在标准验收规程的基础上，附加新增内窥检测项目，并要求各建设单位必须把通过内窥检测作为验收的前置条件。深圳市治水提质指挥部还决定从2016年起由深圳市水务局统一、独立开展内窥检测工作。
深圳水务局近期对2015年底以前新建成的污水管网，按20%的比例进行了内窥检测成果抽查。抽查项目共29个，检测总长度122公里，抽查发现：1/3的项目未发现问题，可正常移交；2/3的项目因检测出问题或不具备检测条件，需要整改才能移交。经统计，检测含有较大问题的管段总长度为4.9公里，占样本总长度的4.0%；其中，有结构性缺陷管段1.7公里，占样本总长度的1.4%，有功能性缺陷管段3.2公里，占样本总长度的2.6%，正在整改中，经整改合格可通过验收，对城市公共安全不构成严重影响。
梁毅还介绍说，据深圳市三防办统计，今年上半年，深圳降雨量为1348毫米，较近五年同期平均偏多五成，累计录得202处内涝积水，较去年同期减少19%，较前年同期减少59%，其中今年最大的“5·20”暴雨(最大降雨462毫米)录得内涝积水80余处，对比2014年“5·11”暴雨的300余处(最大降雨430毫米)、2015年“5·11”的120余处(最大降雨148毫米)，呈逐年改善态势。本次“妮妲”台风期间，最大降雨197毫米，全市录得44处内涝积水。他说，深圳多年平均降雨天数为186天，近十年来平均每年有接到灾情报告、录得内涝积水的天数为13天，占降雨天数的6.9%。以上数据标明深圳地下管网建设、运行状况总体良好。
深圳市水务局局长王立新表示，在新一轮治水提质工作中，该局高度重视管网建设质量，主要采取如下措施：一是会同住建部门，采取“四不两直”：即“不发通知、不打招呼、不听汇报、不用陪同接待，直奔基层、直插现场”的方式，不定期对管材、施工质量进行飞行检查。发现问题，立即整改；二是严格实施统一、独立的排水管网内窥检测制度，决不让不合格的管道通过验收；三是会同有关部门和各区加大对建设不良行为的处罚力度；四是会同住建部门，建立水务建设市场信用评价制度，严格准入和退出机制；存在严重质量问题的企业，将被清除出深圳市场；五是对存在严重问题的工程，会同有关部门，实行行政问责和廉政审查。
王立新在表示“绝不放任何问题工程过关”的同时，还对社会各界关心、支持水务工作表示感谢，并欢迎继续给予监督、批评，共同打好深圳治水提质攻坚战。
