专家：管理经验和飞行经验很重要
一位民航业内专家接受记者采访时认为，水上飞机这个行业在国内处于起步阶段，在国外则相对成熟，已经安全运营了几十年，以国外大型成熟水上飞机运营商的经验来看，幸福通用航空无论从公司管理规范还是飞行员的飞行经验都存在不足。
上述专家告诉记者，世界上最大的水上飞机公司加拿大港湾航空，进行商业飞行的机长水上飞行的经历必须在1000小时以上；但据其所知，幸福通用航空公司一年的飞行总时间不过500小时左右，而该公司约有40个飞行员，平均下来每个飞行员一年的水上飞行时间不过二十几个小时（国内要求双驾驶）；根据中国民航要求驾驶赛斯纳208水陆两用飞机（幸福通用航空的主机型）进行商业飞行，必须是两个驾驶员，但国家对机长的水上飞行经历时间并没有明确要求，也就是说驾驶员什么时候能当机长是公司内部自行规定。
