网络昵称也能买手机卡
今年3月，广州市公安机关在网上巡查时发现，有人在论坛、QQ群里发广告，声称可以不用实名登记办理电话卡，既可以在实体店办理，也可以通过网上购买。

广州警方立即成立专案组展开侦查，一个开发并销售该破解软件进行牟利的犯罪团伙逐渐进入警方视线：该团伙以李某成和李某元为核心，通过发展加盟代理商，将软件出售给通信运营商的销售渠道商，渠道商购买安装该软件后，可以修改电话卡登记资料办理非实名电话卡。
“黑卡”渠道商遍布全省
据了解，该非法破解软件通过向实名认证系统输送“虚假身份信息”，破坏实名登记系统正常流程，开通并销售大量非实名登记电话卡。在这些“虚假的身份信息中”，有些是冒用他人的身份信息，有些则完全就是不存在的虚假信息。
经警方深入侦查，该团伙组织架构分为4层，第一层是团伙核心人物李某元和李某成，其中李某元负责开发、维护、升级该破解软件，并与李某成合伙，发展代理商销售该破解软件进行牟利。第二层是李某元和李某成各自公司的人员，共28人。公司人员职责分工明细，包括软件销售、财务和客服人员，客服人员除联系客户外，还要帮客户远程安装该破解软件。第三层是加盟代理商，加盟代理商负责向全国各地渠道商推销软件。第四层是各地的渠道商，渠道商使用该破解软件注册非实名的手机卡进行销售。目前已查清分布在全国各地的渠道商共1519家，其在广东的渠道商遍布省内21个地市366家。
侦查发现，该作案团伙从去年6月份开始售卖破解软件牟利，已有1519家渠道商购买使用该软件，严重破坏了实名登记制度。
抓获犯罪嫌疑人326名
省公安厅网警总队政委戴自力介绍，7月25日～28日，在省通信管理局和三大运营商支持配合下，省公安厅组织全省21个地市公安机关开展统一收网，出动800多警力，打掉一个以开发销售办理电话“黑卡”非法软件进行牟利的犯罪团伙，清查电话卡渠道商366家，抓获犯罪嫌疑人326名，刑事拘留116名，扣押服务器、电脑、手机等终端626部，查获涉案电话“黑卡”105677个。
据悉，所抓疑犯主要是渠道商，这些渠道商的规模有大有小，看上去跟正规店没有什么区别，但私下里暗地推销“黑卡”。他们有的位于城中村郊区，有的是小档口士多，有的位于手机市场中等人流密集场所，甚至在抓捕现场还发现了诈骗团伙。
为批量卖卡开发非法软件
办案民警介绍，该团伙的核心人物李某元和李某成是堂兄弟，广东佛山人，其中，李某元20来岁，高中毕业，对计算机编程有强烈的兴趣爱好，“自学成才”，一个人开发出该软件，然后由李某成负责销售。
李某元早期从事过卖电话卡职业，从2013年国家实施推广实名登记制后，收入急剧下降。因为实名制后，如果你要卖出1000张电话卡，就要找到1000个具有真实身份的人，而找到批量的身份信息难度又很大。怎样才能提高电话卡的销量呢？能否批量输入个人信息？李某元由此想到开发出一款软件来批量卖卡。
为了实现批量卖卡，李某元自己开发软件，并开发出2个版本，一个是大众版，需要手动操作，逐条修改信息，比如对实名登记的姓名、出生年月、地址和身份证号等信息进行手动逐条更改，制造出甚至完全不存在的身份信息来。
另一个是批量版，一次性导入批量的公民信息，其中不少信息也都是从网上购买而来。然后，该团伙将软件以700元～1200元/每年（大众版700元/每年，批量版1200元/每年）的价格售卖给渠道商牟利。据悉，仅靠售卖该软件，该团伙就牟利200万元。
除了将该软件应用到电话“黑卡”外，李某元甚至还有自己的宏伟“蓝图”：要将该软件卖给所有使用二代身份证登记办理业务的行业，比如银行、宾馆刷卡登记等。
主要有三类人买“黑卡”
该非法软件绕过实名登记系统，严重破坏电话卡实名登记法律法规的实施，造成电话“黑卡”泛滥，使得运营商电话卡实名登记系统形同虚设。
办案民警介绍，购买“黑卡”的人主要分为三类，一种是有可能贪图方便逃避实名登记的市民，一种是网络营销商大批量购买，还有一种就是诈骗犯罪分子大量购买“黑卡”。
行动结束后，警方将缴获的“黑卡”与广东省诈骗案件库比对，发现了一大批号码涉及诈骗犯罪。
