市政府：将严厉打击编造和散布谣言者
连云港市政府于8月7日下午6点多召开新闻发布会，称目前该项目正处于前期调研和厂址选比阶段，尚未最终确定。
据介绍，核循环项目是中法两国最大的战略合作项目，得到了两国政府的鼎力支持。自2015年初以来，中核瑞能公司已经在山东、福建、江苏、浙江等沿海省份对10多个站点进行了普查比选。2015年，中核瑞能公司到连云港开展了中法核循环项目选址前期工作，目前，该项目处于前期调研和厂址比选阶段，尚未最终确定。

该项目参考阿格核循环厂，由法国阿海珐集团承担总体技术责任、中核集团负责建设。该项目占地3平方公里，由国家专项基金投资，总投资规模巨大，超过1个核电集群，计划2020年开工建设，2030年左右建成。
该文章还称，法国阿海珐集团在核循环设施的设计与运营方面有超过45年的经验，尚未发生过任何对居民或环境造成影响的工业事故。
另据光明日报2015年9月29日报道，该项目具有三方面功能：一是每年处理国内核电站卸出燃料800吨，通过核循环提高铀资源利用率，基本满足中国核电站卸出燃料的处理需求；二是建设乏燃料离堆贮存中心，一期贮存能力为3000吨，对核电站卸出的燃料进行后期管理，让中国的核电更加安全；三是可以将高放废液玻璃固化，实现高放废物长期管理的固有安全，让中国的核电能源利用更清洁。
