媒体：中国中央机关的公务员们是怎么放“暑假”的？

　　暑期休假是中国1949年后政治的一大特色。很长一段时间以来，“新华社北戴河电”这样的字眼频频出现在报端，党和国家的一些重大决策也不断从北戴河诞生。2003年，中央正式取消了暑期办公制度。

　　暑期办公制度取消了，但是暑期休假作为一种惯例还是延续了下来。虽然中国领导人很少像美国总统那样大张旗鼓地去过假期，但如果注意观察中央几大主要媒体报道就会发现，暑期领导人的活动还是会有明显减少，中国国务院常务会议也较少在此期间召开，这也是中央领导一年中难得的闲暇。

　　如今部委高层官员们的休假，原则上要遵循《公务员法》的相关规定，由各个部委根据实际情况灵活掌握。然而实际上，除了跟中央领导一样休暑期，部长们其实很难有别的选择。部长们的公务极其繁忙，除了中国国务院常务会议，还有各种大大小小的办公会议、外事活动，也经常被叫进中南海汇报工作，并不敢随便找个时间休上两三个星期。

　　部长们的休假，往往是从暑期办公会后开始的。一般的国家部委，一年要开两次大会：一次是全国“两会”之前的年度工作会议，大多在北京召开，机关司局、直属单位和地方厅局的一把手悉数参加，部署全年的工作；一次是暑期办公会，规格跟年度工作会议差不多，只不过一般选择在青海、贵州、内蒙古等夏季比较凉爽的地区，总结上半年工作，布置下半年任务。

　　暑期会的时间有时候在7月底，有时候在8月初。会一开完，上半年就算告一段落，部长们就可以放心去休假了。休假期间，一般只留一位副部长主持日常工作，其他部领导进入个人休假时间，除非特别紧急的情况，不参加各种活动也不处理公文。

　　司局长的休假各个部委要求不一，但大多数要求放在暑期休假时间内休完，过后不补。虽然按照工作年限司局长一般能有10到15天的假期，但实际能休满的人并不多，一般也就是暑期见缝插针地休上个一个星期。

　　司局长们休假，有出国旅游的，但是这几年来对于因私出境管理越来越严，一般领导也不太愿意惹这个麻烦；有的去北戴河度假的，有些大的中央机关在北戴河还保留着自己的休养基地，虽不高级但是清静；更多人选择回老家看看，毕竟一年到头公务繁忙，能回家的时候也就是暑期和春节。

　　处长和处以下的公务员休假时间就更加自由一些，可以选择暑期休假也可以换别的时间。一般来说，家里有孩子的都在暑期休假，带孩子出去玩玩。没有小孩的更愿意暑期留守，一方面这段时间工作不多，一方面冬春旅游气候更好，机票更便宜。

　　至于刚进中央机关的小喽啰们，没结婚的时候，可能会愿意选择扎堆去本单位北戴河的疗养基地休假，每天下下海、打打牌仿佛又回到了大学的时光。几年之后，随着一个个都结婚成家，休假就变成携家带口，北戴河也觉得无聊了。

　　在暑期休假期间，机关里会显得比较空旷。除非司局在筹备什么大的活动，休假期间，一般一个司只留一个司领导值守，一个处也只留一两个正式工作人员上班。因为部领导休假，部务会停止召开，也没法签批文件，所以这段时间部委工作基本上处于日常维持状态。对外的行政服务事项不能停，但对系统内一般不会召开会议培训，也不会下发什么重要的文件。因为很多地方也这个时候暑期休假，同样没有多少人来贯彻落实部委精神。

　　暑期休假虽好，但并不是每个部委每个人都能享受得到。最“不幸”的恐怕要数国家体育总局和国家防汛抗旱总指挥部。前者是因为世界大赛多在暑期，全员别说休假，简直比平时上班还要忙上百倍。如果你现在走进体育总局，大楼里也是空空荡荡，但大家不是在休假，而是在里约。后者一到暑期就紧张得不行，特别是今年赶上厄尔尼诺多地洪水，办公室里也是一副大战的状态。

　　即使是一般的部委，碰上暑期有了突发事件，相关部门和领导必须马上停止休假，进入应急工作状态。碰巧的是，近年来好几件灾难性事件，比如2011年的“7·23”甬温线特别重大铁路交通事故、去年天津港“8·12”瑞海公司危险品仓库特别重大火灾爆炸事故都发生在暑期。

　　去年天津港爆炸事故，我们分管应急的副部长刚好是休假第二天，本来收拾好行李准备出去旅游，一接到电话马上拉起行李去了天津，假期也自然泡汤了。

　　等到暑期休假结束回到正常办公状态，很多休假期间暂缓处理的政务会集中得到解决。这就是为什么，从中央到各大部委8月底9月初都是相当密集的政策出台期，因为各大机关又重新开始忙碌了起来。这样的循环往复，直到明年暑假时。
