　　“我并不赞成单纯降低刑事责任年龄。”赵辉说，各国对刑事责任年龄的规定并不完全相同，但是由于社会背景诸多因素影响，单纯比较年龄没有意义。

　　赵辉认为，未成年人违法犯罪归根结底是社会原因。尤其我国目前正处于社会转型期，这导致未成年人受到伤害继而伤害他人的情况很多。违法犯罪的未成年人往往既是社会的危害者，也是不良环境的受害者。单纯降低刑事责任年龄解决不了未成年人犯罪的问题。

　　赵辉说，在国外，当未成年人有不良行为的时候，就有社工等相关人员介入，甚至帮助指导父母来教育孩子。扩大事前干预、社会控制和帮教的范围，从源头上进行预防和纠正更重要。

　　“我们对于微小或者比较普遍的未成年人暴力行为不重视，一般要等到发生比较大的事件时才进行关注，但这都属于事后的关注。”皮艺军说，针对未成年人犯罪，国外会在预防上做大量工作，“防小止大”是关键。

　　皮艺军建议，应转变观念，对于未成年人暴力犯罪行为，从它还很微小、不严重的时候就要及时关注和制止。应鼓励一些社会保护组织和社会支持系统参与到未成年人保护工作中来。比如支持和欢迎志愿者队伍、社会工作者等直接参与社区矫正和帮教少年犯的工作，同时让未成年人多参加社区服务活动，有利于对他们社会公德意识的培养。
