农业部：没批准过建立“非转基因大豆保护区”
8月9日，农业部官网公布对十二届全国人大四次会议第3694号建议的答复，在该回复中，农业部没有对建立“非转基因大豆保护区”的建议表示肯定。
上述文件提到，第3694号建议对非转基因大豆冠以“绿色”称谓。农业部在针对该建议的回复中称，目前中国没有批准转基因粮食作物商业化种植，若建立“非转基因大豆保护区”，容易误导消费者对转基因作物的认识以及引起公众对其它种植区的误解。因此，建立非转基因大豆保护区需相关部门综合考虑多方面因素后进一步研究和充分论证。
但此前，6月15日，农业部官网公布《农业部办公厅关于做好大豆绿色高效技术集成示范项目落实工作的通知》，共计安排资金560万元，用于建设补助，预期目标为“促进非转基因高蛋白食用大豆发展，进一步提高大豆单产品质，降低大豆生产成本，发挥大豆生态效应”。
对于大豆收购价，农业部回复称，国家不宜再直接干预大豆市场价格。中国大豆价格已于1996年放开，随后中国国产非转基因大豆和进口转基因大豆价格均由市场供求形成，具体价格水平高低由买卖双方协商确定。
但农业部同时表示，有关部门将继续完善大豆目标价格补贴政策，以保障大豆产业的持续健康发展。
对于设立国家绿色大豆产业基金的建议，农业部回复称，国家已通过国家科技计划、现代农业产业技术体系建设专项资金、投入基本运行经费和科研经费等给予了支持。为避免交叉重复，不宜在各细分领域另行设立研发专项或基金。
据中国经济网3月14日报道，全国人大代表、哈尔滨市人大常委会主任王颖建议，首先，国家以立法形式，在哈尔滨市建立非转基因大豆保护区。其次，实行非转基因与转基因大豆差额定价，打造非转基因卖点，形成非转基因独立的定价体系。三是提高大豆目标价格补贴标准。建议国家从支持东北老工业基地振兴角度出发，对哈尔滨天然非转基因大豆种植区的农民施行合理有效的目标价格补贴，以大豆与玉米的比较效益差额为标准，提高大豆目标价格补贴标准。最后，要加大对哈尔滨市非转基因大豆精深加工企业的扶持力度。
王颖表示，自大豆退出定购价收购范围后，哈尔滨市非转基因大豆的种植农民和加工企业处境艰难，近两年情况愈发严重。原因在于，与非转基因大豆相比，进口转基因大豆价格低且出油率高。进口转基因大豆不断涌入，沿海大豆加工产能不断扩张，非转基因大豆加工行业不仅数量锐减，企业经营也处于负利润状态，非转基因大豆种植面积随之大幅减少，种植非转基因大豆农民的积极性严重受挫。由于黑龙江省在保护非转基因大豆方面采取了较为具体的措施，九三粮油工业集团有限公司等龙头企业不得不在外埠从事加工活动，以弥补在哈尔滨市的亏损局面。
