夏芳晨上调履新未满4个月加盟险企，与新东家交集甚多
今年51岁的夏芳晨，在当上副市长之前，一直在潍坊市财政局工作，从1985年进入财政局当一个小科员，一步步升任到局长，他用了25年，是当地官员中为数不多的经济学博士和财税高级经济师。任副市长期间，夏芳晨的核心工作依然是经济，分管住房公积金管理、金融、保险、城建等方面，联系人民银行潍坊市中心支行、潍坊银监分局。
2015年6月3日，山东省社会保障基金理事会正式挂牌。同年8月28日，夏芳晨被调任山东省社会保障基金理事会股权管理总监（副厅级，列股权管理总监第一位）。但履新未满4个月，山东省政府发布消息，决定免去夏芳晨的山东省社会保障基金理事会股权管理总监职务。随即就有知情人士爆料，夏芳晨将去阳光保险集团任职。
样哥查阅资料发现，夏芳晨与新东家阳光保险老板张维功，两人不仅是潍坊老乡，而且此前多有交集。张维功本人也是一个官员下海的典型，在成立阳光保险前，张维功曾是保监会正局级干部。而且张维功职业生涯的起步就在潍坊，曾任人保潍坊分公司党委书记等职。2014年年底，人保财险在潍坊昌乐开展民生综合保险试点，夏芳晨受领导委派，落实该项目的对接单位正是当年张维功工作过的人保潍坊分公司。同时，阳光保险从2010年开始着手调研布局医疗产业，并与潍坊市政府签订《关于市民健康中心市场化运营的合作协议》。夏芳晨在任副市长期间也考察、陪同调研过医疗卫生项目。今年5月份，由阳光人寿与潍坊人民医院和潍坊医学院共同筹建的阳光融和医院在潍坊开业。

与夏芳晨这位本地成长起来的官员不同，菏泽市原副市长张毓华当年是从中国国务院港澳办“空降”到菏泽的。2010-2011年，来自54个中央和国家机关部委的66名中青年干部到地方任职锻炼，张毓华即是此种模式。
公开简历信息显示，在2011年7月“空降”至菏泽市担任市委常委、定陶县委书记之前，张毓华曾历任中国国务院港澳办主任科员、副处长、处长、副司长。2013年，张毓华离开定陶县委，走进菏泽市政府，担任市委常委、副市长。而此前，比他早一年“空降”山东的梅永红，已在2011年初由济宁市委副书记履新为济宁市委副书记、市长；与梅同年“空降”山东的申长友，也在2012年3月履新为东营市委副书记、市长。
相比较而言，成长速度算不上快的张毓华，其辞职是否与对仕途目标的期许有关？对于这一问题，有山东官场人士坦言，这涉及到个人的内心想法，外人很难揣摩。但就48岁的年龄而言，可能会觉得如果还没有解决地市级正职，下一步的发展是不是会受局限？在官场人士来看，是否会选择辞职根本还是看个人是否思想解放，“张毓华走出了这一步，恰恰说明其思想足够解放，官场应该有这种开放的氛围”。
从媒体的报道中，样哥发现，从山东省内的地市级党政部门辞职的厅级官员，张毓华之前并无先例。而张毓华与夏芳晨的选择类似，也是前往了深圳的太平洋保险公司任高管。
金融高管年薪百万，去保险和券商当官最赚钱
与其他2位副市长离开本地任职不同的是，烟台市原副市长蔡国华在辞职后，选择去了本地市国资委控股的恒丰银行（前身为烟台住房储蓄银行），接任董事长，而在此之前，蔡国华曾担任烟台市国资委党委书记近5年时间，对金融管理也是行家里手。
在谈到目前如此多的副市长转行做金融时，一位业内人士曾透露，高收入是其中关键，以夏芳晨为例，阳光保险的高管收入在业内虽属中低水平，但副总一职也能拿到百万年薪。自2013年金融改革以来，山东省已为金融行业培育出不少人才，除了上述3位下海的厅官以外，今年年初，原中国银行山东省分行行长陶以平接任李仁杰，升任兴业银行行长。
据公开资料显示，2015年，4家上市保险公司的高管平均薪酬高达约200万元，超越银行、证券行业高管，跃居首位；15家上市券商的高管平均薪酬为186万元。
