然而，他渐渐把自己的聪明才智用歪了，不仅开设公司套取国家补贴，还挪用公款为个人牟利。
8月9日，澎湃新闻（www.thepaper.cn）记者从上海市青浦区人民检察院获悉，王某日前经该检察院提起公诉，被法院以贪污罪和挪用公款罪被判处有期徒刑7年，并处罚金50万元。
套取国家补贴
据检察院介绍，20世纪80年代，王某从农业专科学校毕业后，在一家农科所上班，从事育种育苗工作。他对农业研究倾注高度热情，经过三年培育，他研发的“商育101”水稻产量达到亩产1200多斤，比当时亩产量高出近20%，受到上海市级、区级农业指导部门的高度称赞。
在搞科研的同时，王某通过自学考试，相继获得大专、本科学历，加上科研论文、调研等成果丰硕，他先后被提拔为农科所的副所长、所长。
2007年，王某被调至上海一所农机站任站长。他通过研究发现，现行销售的农机机械跟不上农业生产需要的步伐，需要不断改良创新。于是，他潜心研制了点穴式插秧机，并获得了发明专利，得到了国家专利局颁发的专利证书。
2009年8月，根据上级要求，上海各区要建立农机配件服务网点。这一次，王某的聪明才智用歪了，他心中打起主意：农机配件服务网点从事农业机械买卖业务，可以从中领到农机补贴，这是一块大肥肉。
王某决定成立一家公司，领取国家农机补贴。在农机站班子会上，他提出一个“冠冕堂皇”的理由：农机配件服务网点如果由私人经营，私人老板可能进假货坑害农民，不如以个人名义开办集体公司，这样既能把控货源，又能领到国家农机补贴。
于是，王某任法定代表人的朝阳公司就成立了。王某供称，朝阳公司为领取国家农机补贴而设立，隐瞒上级可以更好地达到自己的目的，于是隐而不宣。朝阳公司设立后，仅做过两单手扶拖拉机和水稻插秧机的生意，其余的资金来源均为农机销售代理商的服务费，朝阳公司成为了王某个人操控的“小金库”。
王某在任的几年中，朝阳公司的账面上有五花八门的支出，包括基建费、餐饮费、会议费，绿化费、汽车维修费等。对于这些费用，王某归案后辩解称，大部分用在农机站招待上，具体什么时间什么事项，他自己说不清楚。
2011年，王某害怕私自设立的朝阳公司被发现，于是，在与农机站副站长简单通报后，王某将公司转给他人。“只是公司的法人变了，但是朝阳公司的实际控制人还是我，别人是挂名而已。”王某供述。
朝阳公司被转掉以后，王某对农机销售商的服务费还是念念不忘。2013年2月，他又成立一家汉波公司，公司定位仍为收取农机销售商的服务费。这次，王某考虑到自己身为农机站站长不便开设公司，便请一名清洁工做股东，其为实际经营人。汉波公司成立后，王某从农机销售代理商那里获取回扣42万元。
检察机关查实，王某先后从朝阳公司及汉波公司侵吞公款共计100万元，用于个人消费及各种开支。
挪用公款经商
通过发明点穴式插秧机，王某在圈内获得了不少荣誉。机器发明之后就是投产，要以公司的名义进行检测和产品鉴定，进入上海市农机推广目录并投入生产。
王某找到一家小厂的负责人常永军，请他设立一个公司为自己制造点穴式插秧机。但是，公司注册资金需要30万元，常永军只有10万元，王某便指示农技站财务人员取出20万元现金，送到常永军手上，注册了商育公司。
公司注册后，开始生产点穴式插秧机。王某在机器设备获得专利的基础上，加大对该机器的宣传。2009年，该机器进入上海市农机推广目录，不仅销量提高，还获得国家补贴。
2009年6月，为提高商育公司注册资金数额，王某要求农技站会计将70万元资金直接转入商育公司账户。商育公司验资后，将70万元归还给农技站。
检察机关认为，王某挪用公款用于个人从事赢利活动，两次挪用共计90万元，已经涉嫌挪用公款罪。
最终，法院判决如下：被告人王某以贪污罪和挪用公款罪被判处有期徒刑7年，并处罚金50万元。
