中国民航局今天公布了《中华人民共和国民用航空法》（以下简称民航法）修订征求意见稿（以下简称征求意见稿）。征求意见稿规定，严禁在航空器内使用手机或者其他禁止使用的电子设备，吸烟，强占座位、行李架，堵塞、强占值机柜台、安检通道及登机口等行为。
对于手机用户来说， 本次《航空法》修改明确了14种危及民用航空安全和秩序的非法干扰行为，除了在航空器内禁止使用手机、吸烟、抢占座位、值机柜台外，还包括以下几种危及民用航空安全和秩序的非法干扰行为：
劫持飞行中或者地面上的航空器；在航空器上或机场扣留人质；强行闯入航空器、机场或者航空设施场所，冲闯航空器驾驶舱，强行拦截航空器；非法将武器、危险装置或者材料带入航空器、机场或者空中交通管制单位。
谎报险情、制造混乱、散布诸如危害飞行中或地面上的航空器、机场或民航设施场所内的旅客、机组、地面人员或者公众安全的虚假信息；盗窃、故意损坏、擅自移动航空器设备以及机场内其他航空设施设备，强行打开飞行中航空器应急舱门等。
实施上述危及民用航空安全、秩序的非法干扰行为，尚不够刑事处罚，或者依照《中华人民共和国治安管理处罚法》无法处罚的，适用《中华人民共和国治安管理处罚法》的有关规定进行处罚，情节特别严重的，罚款金额可以增加到五万元以内。
