西吉县法院审理离婚案件的法官发现，约80%的男方家庭支付的彩礼是他们5至10年的收入，有些是全家人省吃俭用很多年的积蓄。大部分家庭自有的存款与给付的高额彩礼相差甚远，只有向亲朋好友筹借，借不上的被迫借高利贷。据统计，近几年一般的农村家庭，结婚一次的费用包括彩礼及其他各种开支大约20万元，如果借高利贷10万元，以月息3分计算，一年下来仅利息3万多元，这几乎是全家人的年收入，以这样的收入计算，要清偿10万元的借款本息该用多少年才能还清？
彩礼名目多数额大
据统计，今年上半年，西吉县法院审理婚姻家庭案件近700件，涉及彩礼返还的案件约占23%。每件涉及彩礼的离婚案件，法院判决的数额无疑与实际支出的费用相差甚远。
西吉县法院就曾审理过这样一起案件：原告马某与被告安某经“说媒队”介绍于2015年1月订婚，原告给付被告安某及其父亲彩礼12.4万元、见面礼金6000元、礼品1800元、下马洋1000元、买衣服手机及化妆品8000元、买金首饰16940元，共计165740元。2015年2月双方举行婚礼，婚后共同生活3个月左右就离家外出，下落不明。原告无奈于2016年3月起诉要求返还彩礼165740元。法院审理后判决被告及其父亲返还彩礼100000元。据悉，男方家除给女方的16万多元外，还付给6个媒人每人5000元，加上其他开支，结婚费用已远超20万元。虽然法院判决返还10万元，但因当事人下落不明，至今未得以执行，高额彩礼的返还及执行让法官头疼不已。
办案法官告诉记者，现在农村的彩礼名目繁多、数额巨大以及媒人收取高额费用加大男方家庭的负担。婚姻案件中的彩礼主要包括订婚时给付的：“见面礼”（1万至3万元）、“礼金”（10万至20万元）、“三金”（金项链、金戒指、金耳环，价值2万至3万元）、“离娘钱”（约1万元）、“盼女钱”（几千元）；婚礼当天给付的钱物有：“压箱钱”（5000元至1万元）、“开箱钱”（四五千元）、“挂门帘钱”（1000至3000元）、“谢媒钱”（四五千元）、“二程”“折仪”等。西吉县流行一句俗语：“新媳妇娶到家门前，还要花个大牛钱”，从现在给付的钱物来看，除了订婚收取的高额礼金外，婚礼当天收取的财物又何止一头牛。以上这些名目繁多的彩礼只是送给女方的，女方除自己收取这些财物外，还会为自己的亲属索取人情钱，每家500至1000元不等，十多家人情就达万元。上述各种物品及现金加起来都超过15万元，多的达几十万元。
高额彩礼恶化风气
西吉县是一个贫困农业县，自古有“西海固苦瘠甲天下”的说法，大部分一次婚姻的高额彩礼就会让这样的家庭债台高筑，彩礼现在成为农民再次返贫的一个重要原因。
高额彩礼让部分农村适龄青年结婚难，即使结婚了也让男方家债台高筑。尤其是高额彩礼下一旦发生婚变，就涉及到彩礼的退还问题。原告王某某与被告王某经媒人介绍认识，婚前被告王某及家人收取男方见面礼10000元、彩礼110000元、金银手饰（价值13660元）及手机等其他财物。双方于2014年12月11日举行婚礼，同月30日晚，双方发生矛盾后，被告王某离家外出，不见踪影。2016年1月多次到处寻人无望的原告王某某起诉要求被告及其父亲返还见面礼、彩礼、金银首饰、衣服、人情及其他损失共计187000元。后法院调解由被告父亲返还原告王某某彩礼7万元。虽然法院调解家人退还7万元，但相对于花费近20万元的家庭，不到一个月损失10多万元。这样的损失，直接导致一个家庭陷入困境。
西吉县法院院长李全德告诉记者，这些年政府通过各种惠农政策和扶贫举措，基本解决了原来农村普遍存在的因病、因学致贫问题，尤其是自去年开始的精准扶贫工作，旨在让当地农民脱贫致富，但高额彩礼的增长幅度远远大于政府的扶贫力度，远远高于农民收入增长幅度。高额彩礼让许多家庭将所有积蓄花完后还欠下一屁股债务，甚至不少农民为了娶亲将买种子、化肥的钱都花光，导致正常的农业生产资金都无着落，更难有资金投入畜牧业养殖、草业种植等农村经济，已严重影响到当前的农村经济发展。
同时，高额彩礼使农村乡风恶化。高额彩礼让部分年轻人借婚事“挤榨”父母，不劳而获、贪图享受，这些不良风气成为新农村建设的毒瘤，而为娶儿媳妇欠下巨债的父母又不得不终日劳作，省吃俭用，用余生来还债。另外，一些地区攀比之风盛行，大家都认为收彩礼是祖辈的风俗，大家都在收，自己的儿子也要给人家彩礼，如果不收，拿什么给自己的准儿媳付彩礼，而且收的越高就越证明自己的女儿优秀，彩礼多少成为女方身价高低之标准，彩礼越多表明女儿越优秀，这些社会风气不利于乡村文明建设。
