  收益率是近六年以来最高


  此次是人社部第二次以定期年度公报方式向社会公开发布社会保险发展状况,2015年年度报告首次以中国和英国双语出版。


  截至去年年底,城镇职工基本养老保险参保人数达到35361万人,城乡居民基本养老保险参保人数达到50472万人。也就是说,全国参加养老保险人数突破8.58亿人。城镇职工养老保险累计结余3.53万亿元,城乡居民养老保险结余4592亿元。去年职工养老保险抚养比继续下降,广东地区企业养老保险抚养比虽由2014年9.75:1微降至9.74:1,但仍然是全国最高。


  报告显示,去年企业离退休人员每月人均养老金2251元(离休人员人均5453元),相比上一年提高190元(离休人员人均养老金平均提高789元),当期发放无拖欠。值得注意的是,企业养老保险基金收益率达到3.1%,这是近六年以来的最高。2009-2014年的企业养老保险基金收益率分别为2.2%、2.0%、2.5%、2.6%、2.4%、2.9%。企业退休人员养老金替代率(退休时养老金占退休前工资收入比例)达67.5%,与2014年持平。去年全国城乡居民基本养老保险人均养老金为116.7元/月,比上年提高26.8元。

  24省份低于全国平均水平


  报告披露,截至去年底全国28893万职工参保基本医疗保险,比上年增597万,增长2 。1%,比2010年增加5158万,年平均增长4%。其中,参加职工医保的在职人数2 1 3 6 2万,占参保总人数的73 。9%,而退休人员总数为7531万,占比26.1%。去年医疗保险职工退休比(职工人数与退休人员人数之比)为2.84,连续第四年下降。

  报告显示,24个省份的职工退休比低于全国平均水平。在全国平均水平之上的除广东外,还有北京、浙江、江苏、福建、山东、西藏、新疆。

  黑龙江企业养老金


  可支付月数仅1个月


  报告数据显示,2012年以来,企业养老保险基金累计结余虽然不断扩大,由2012年的2.3亿元增至2015年的3.4亿元,但可支付月数由2012年的19.7个月下降至2015年的17.7个月。可支付月数指基金累计结余除以每月养老金总支出得到的月数。基本养老保险基金的可支付月数近两年均在下降,反映基金未来的压力。


  总体而言,2010年以来养老基金支撑能力基本稳定在17-19个月之间,但地区之间存在较大差异。黑龙江、吉林、青海、河北、辽宁、陕西、天津、湖北8个省市和新疆兵团的可支付月数在10个月以下。黑龙江的企业养老金可支付月数仅1个月,广东可支付月数全国最多,排名第二、第三位的是北京、西藏。

  六省份养老金入不敷出


  报告显示,去年黑龙江、辽宁、吉林、河北、陕西和青海共六省份的城镇企业职工养老保险基金当期“入不敷出”,而截至2014年底只有河北、黑龙江、宁夏三省份当期收不抵支。去年东北三省的养老金全面“沦陷”,黑龙江企业职工养老金收入比支出少183亿元,辽宁、吉林也收支相差105亿元、41亿元。


  从抚养比可以看出东北三省的养老压力。企业养老保险抚养比跌破2比1的省份增加湖北省,其他包括内蒙古、辽宁、吉林、黑龙江、重庆、四川、甘肃和新疆兵团。其中,吉林、黑龙江依旧排在最末两位。而广东企业养老保险抚养比最高,接着是福建、北京,而浙江抚养比由去年4.55:1降至3.43:1,是所有省份中下降比例最高的。

  缴费人员占比七年连降


  报告指出,去年城镇职工养老保险中,企业部门缴费人员占参保职工人数的比重仅80 。3%。这意味着,每5个参保职工中约有1人没缴费。而且,企业部门缴费人员占参保职工人数的比重自2009年以来已经连续七年下降,2009年缴费人员占比达87.7%。


  此前,中国社科院在《中国养老金发展报告2015》中指出,2006年至2014年,在城镇职工基本养老保险制度中企业部门缴费人数占参保职工人数的比例不断下降,由89.98%降至81.19%,“养老保险参保人员的缴费情况令人担忧”。缴费人数占参保职工人数比例过低,通常意味着参保职工人数中缺乏缴费能力的人员过多,也就是扩面过度,把一些不该加入城镇职工基本养老保险的人员也勉强纳入该制度。


  南都记者了解到,部分省份情况更令人担忧。2014年海南省企业部门城镇职工基本养老保险制度缴费人数占参保职工人数的比例为59.52%,也就是说,每5个参保职工中只有不到3人在缴费。而广东、北京等地缴费人数占比也低于70%,河南、河北、贵州、重庆、湖南、天津、浙江低于80%。新疆的缴费人数比例最高,达96.59%,上海、湖北、内蒙古、西藏、山西均高于90%。


  专家建议,有关省份应调整养老保险征缴扩面政策,引导缴费能力过低的人员加入城乡居民基本养老保险制度等其他养老制度安排。
