专家：中国核电乏燃料站内储存2030年面临上限

这让中国的核电乏燃料的处置问题面临两难的境地：一边是旨在处理核电乏燃料的核循环项目在公众情绪上很难形成共识；另一方面，则是随着中国核电事业的大发展和装机容量的提升，乏燃料正在面临超出核电站自身设计储存能力的局面。
或将超出自身存储能力
“如果没有核循环项目，中国的核电大发展将受到制约。”原中国国务院核电领导小组办公室副主任汤紫德对《中国经营报》记者透露。
汤紫德补充说到，“核电站自身设计时，乏燃料可以在核电站储存10年左右。”
根据“十三五”规划，到2020年，核电运行装机容量达到5800万千瓦，在建达到3000万千瓦以上，核能在能源消费中的占比将达到6%~8%。核电发展中长期展望，预计2030年核电装机规模将达到1.2亿至1.5亿千瓦。

绕不开的公众情绪
虽然核循环的需求日益紧迫，但是，对于核项目而言，从选址走向建设之间，还有很长的距离。中核集团在连云港选址被反对，并非是第一次，中核集团的项目在江门也曾经发生过类似的局面。
日前，全国人大环境资源委员会有关人士透露，《核安全法》草案已经接近完成，并将很快送交全国人大审议。按照原定计划，2016年底，《核安全法》将向社会颁布实施。
据悉，已经基本起草完成的《核安全法》将以立法的形式，通过程序性的制度设计，确保公众对重大核电项目的知情的权利。
对于一些人对内陆核电站有恐慌情绪的问题，中国核学会有关人士认为：“民众不清楚情况就会产生恐惧，这是很正常的，现在不必为反对声音担心，每个声音都代表了不同的利益，国家政府机构会理性选择的。”
“未来的《核安全法》将从法律层面上，保障公众对核电厂建设的知情权。”核安全局人士向记者表示。环保部部长陈吉宁认为，也要强化核安全文化引领，推动核与辐射安全监管全民参与。
当记者向前述参与立法的人士询问，未来周边民众是否有否决权，该人士表示，我们国家还是要大力发展核电的。
